After many years being reformed, public administration of the whole province has basically run swimmingly and advantageously. 171 communes, wards, towns held to carry out mechanism of “one door” in receiving and dealing with work as well as administrative documents of people. Currently, in each district, township, city in the province chose from 1 to 3 communes, wards, towns to pilot the mechanism of “one successive door” for procedure of issuing land using license from commune level to district level. Authorities of district level also make a lot of efforts to save time and money for citizens in solving files, especially in fields of issuing land using license as well as business registration.
Authorities of provincial level have also had changes and renovation significantly. Conducting the mechanism of “ one successive door”, Department of Plan and Investment led to collaborate with the province police, Law bureau along with Dong nai Industrial Zone management Board held issuing certificates of business registration, law registration as well as seals with shortened time in 12 days. Organizing main offices issuing like that can shorten time as well as facilitate enterprises and investors in making records together with procedure. For example, Dong Nai Customs Bureau they has not only reformed its administrative procedure to be simpler, orderly but also organized the system of electronics network for enterprises to get access to information as well as declare import and export cargo faster as well as more advantageously. Traffic Police Department along with Security Department of Entry and Exit management (PA35) of the Provincial Police themselves have renovated solving in monthly to weekly files as well as documents for people. Like Department of Trade and Tourism piloted to reduce time taken for issuing petrol business registration license and business license for traders to 4 hours from when department receive files. That was big effort for administrative reform.
One of important renovations in cadre task in Dong Nai is that in recent years the province have held examinations to select cadres with enough professional ability. On the other hand, in order to standardize cadre staff, official of commune level, the province have deployed project of attracting people with undergraduate and postgraduate education to work. For projecting task, transferring cadres has created fair environment for everybody to get chances equally. Dong Nai also is enthusiastically hold transferring cadres to train them to be more professional as well as expert in general situation and reality in their grassroots. Through that, it also facilitate the province in choosing and placing virtuous and talented cadres to be in charge of more important task.

Looking back at conducting the program of administrative reform in our province in recent years,
The Provincial People’s Committee assessed: slow rate of progress, inconsistence, low effects, not meet the renovation requirement. Some cadres, officials are soulless and violate work morals, still making people troublesome. Reason is due to deploying program still not comprehensively, not actively and lacking checking.
Despite a lot of efforts made, initiative of many departments, branches has not been low yet. Therefore, at the meeting of provincial People’s Council by the end of 2007, the Chief of the provincial people’s council secretariat- Pham Minh Dao admitted defect: “the collaboration between departments and branches is not good yet, resulting to the problem that files submitted to leaders of the provincial people’s committee to sign has not been as demanded and this influences on the promising time to return files to people”. For example, by the end of 2007, the provincial Department of resource and environment along with the provincial surveyor transferred files to the provincial People’s committee Office. However, Another reason was that responsibility of some specialists in departments together with branches haven’t done most of their responsibility in sequence and procedure; therefore, the provincial People’s committee Office had to check, speed up supplementing files, documents, resulting to lateness. This reality brought out issue of awareness, working spirit along with responsible attitude of cadre staff, official in their jurisdiction. That is imperative to active and enthusiastic to finish task assigned.
As to The Vice-Chairperson of Department of Interior, provincial Standing Member of Administration Reform Steering Committee -Ngo Minh Dung, although cared to be speed up, the provincial administrative reform has not been meet demands yet, still made people as well as enterprises annoyed. Dealing with files in some sensitivity fields is still slow, especially in fields of land. As for “ one door” part, Mr. Dung said that there had been some progress worth being encouraged. But as to him, some officials posted in this part have shortcomings in professional ability, and have limited understanding about law.
They haven’t been devoted to finish their task. Those problems put forward can show that tasks of educating politics, and training as well as renovating working style, serving attitude, morals, virtue along with the tasks of fighting against negatives, corruption in cadre staff and official have not met demands yet. Though the cadres and officials’ ability has been raised, quality hasn’t been equal to responsibility, especially for cadres and official in commune level. On the other hand, collaboration in operation between state administrative units still lack closeness as well as hasn’t been timely yet, especially in fields relating to investment, basic construction, site introduction.
