Open more industrial parks to "welcome" the projects

​A series of national key projects, especially in the field of transport, have been built in the province. This helps Dong Nai continue to become an attractive destination for foreign investors (FDI).


​Previously, Dong Nai had a policy of not opening more industrial parks (IPs). However, given the opportunity to welcome large FDI inflows from the impact of national key projects in the province, the province is calculating to open more industrial parks to "welcome the wave" of investment, especially in the rich potential localities. .

"Push" from big projects
Currently, many major traffic projects across the province are being implemented such as highways: Dau Giay - Lien Khuong, Bien Hoa - Vung Tau and Ben Luc - Long Thanh are about to be completed, ... Especially, the project of Long Thanh International Airport (Long Thanh Airport) was officially launched.

The construction of large projects, especially in terms of transportation, has created a great attraction for both domestic and FDI investors to Dong Nai in the fields of industry, services, logistics...
According to the Department of Planning and Investment, in the first 5 months of 2019, Dong Nai has attracted nearly 809 million USD of FDI, reaching over 80% of the year plan. In which, about 41 new projects with a total capital of nearly 400 million USD, adjusted to increase capital of 35 projects with a capital of 409 million USD FDI flows into Dong Nai mainly still "flow" into industrial zones in the province.
In May alone, the province attracted more than 118 million USD. New investment projects and capital increase are mostly located in industrial zones.
According to the development plan of industrial zones approved by the Prime Minister by 2020, Dong Nai will have 35 IPs with a total area of nearly 12,000 hectares. Up to now, there have been 32 IPs established in the province with a total land area of more than 10,000 hectares, of which 31 industrial parks have come into operation.
Statistics of the provincial Industrial Zones Authority show that up to now, more than 76% of industrial land in industrial zones in the province has been leased. In particular, out of 31 IPs operating in the province, there are nearly 20 IPs that have filled the leased land.
Facing the situation of "over-supply demand" on the demand for land renting, there are currently 6 industrial parks in the province expanding and increasing the area including industrial zones: An Phuoc, Long Duc and Long Thanh hi-tech (Long district) Thanh), Tan Phu (Tan Phu district), Amata (Bien Hoa city) and Xuan Loc industrial park (Xuan Loc district). However, according to the assessment, the expansion of existing IPs is also difficult to meet the demand of land renting of investors, especially in the context of many large and connected transport projects under construction create advantages in attracting investment capital for Dong Nai.
In that context, the opening of new IPs is being calculated by Dong Nai.

"Golden land" Cam My

One of the "gold" locations that Dong Nai aims to open more industrial parks to attract investment capital is Cam My district. Because, according to the assessment, this is a geographical area with many advantages when large transport projects are completed and put into operation.
According to Secretary of Provincial Party Committee Nguyen Phu Cuong, in the future, Cam My is a locality located in the area of major transport hub in the province. Specifically, this locality will be one of traffic "gateways" when Long Thanh Airport comes into operation. In addition, Cam My will also be located on the axis of arterial highways such as Dau Giay - Phan Thiet; Dau Giay - Lien Khuong. Along with that, with the route QL56 passing through Ba Ria - Vung Tau province will also create more favorable for Cam My. "The connected transportation system of Cam My in the future is very good, going to favorable seaports, going to the airport smoothly, the road system is also convenient", Party Secretary Nguyen Phu Cuong emphasized at The meeting with Cam My district leaders on June 14th.
In addition to the transportation system, another factor for Cam My to become a "golden land" in the option of opening an industrial park is a huge land reserve.
According to Cam My District People's Committee, up to this point, the district has only planned 1 Cam My Industrial Park but has not been constructed yet. Besides, the district has only 1 industrial cluster (CCN) Long Giao approved construction investment to develop agricultural product processing industry. The other two ICs are Xuan Tay and Xuan Dong ICs that have been proposed to be removed from the plan due to difficulties in attracting investors. "So, the land, especially the area next to Cam My Industrial Zone, belongs to the land fund of Vietnam Rubber Group, which is still very large," said Cam My District People's Committee Chairman Tran Van Chien.
According to Vice Chairman of the Provincial People's Committee Vo Van Chanh, the consideration of opening more industrial zones in Cam My district to "anticipate" big projects - especially after the Long Thanh Airport project came into operation - was handed over. for the Department of Planning and Investment to review and propose the PPC.
At the meeting with leaders of Cam My district and other departments and branches, Provincial Party Secretary Nguyen Phu Cuong also asked the Department of Planning and Investment to coordinate with localities and relevant units to calculate the opening of more IPs in Cam My district. According to Secretary of the Provincial Party Committee, Cam My used to be a rural district, however, after Long Thanh Airport was put into operation; it must be oriented towards urbanization. In particular, with the advantages of transportation, it is necessary to calculate the opening of more IPs in the area to "welcome the wave" of investment. “The most obvious is that currently implementing procedures to establish Long Giao town. In addition, the Long Thanh Airport project and important transport routes are being implemented, so it must re-orient the development of Cam My, including the opening of more IPs, ”stressed Party Secretary Nguyen Phu Cuong.

Opening more industrial parks is still "hot".

According to Secretary of Provincial Party Committee Nguyen Phu Cuong, Dong Nai previously had a policy of not opening more IPs but only focusing on developing trade in services. Because, opening more industrial parks next to attracting investment capital also caused many consequences on welfare, social order and safety. However, with the potentials that Cam My has, opening more IPs here is necessary. According to the Secretary of the Provincial Party Committee, the Central Government now restricts the opening of more IPs due to concerns of widespread openings but does not attract investors to waste land. While in Dong Nai, the occupancy rate in the IPs is very high, the residual area of the industrial parks that have been planned but have not yet been built has also expired, so the opening of the industrial parks is still "hot".
