(CTT-Dong Nai) - Director of the Department of Natural Resources and Environment Dang Minh Duc said that from the beginning of 2023, the Department of Natural Resources and Environment has developed a Work Program for 2023, and at the same time advised the Provincial People's Committee to issue Plan No. 128/KH-UBND dated May 22, 2023 on environmental protection in the province in order to concretize the contents and work of environmental protection in the province in 2023, which will served as a basis for implementation.

Authorized government units will conduct audits and inspections in 31 industrial parks in the province

Forming 8 periodic inspection teams

In the field of environmental protection, based on the Work Program for 2023, the Department has issued a decision to establish 8 periodic audit teams and more than 230 periodic inspection teams to carry out environmental inspection and supervision at 31 industrial parks, 8 waste treatment plants, 18 enterprises with large waste sources, 162 livestock establishments… and 12 unscheduled inspection teams were established for 12 units.

Thereby, 21 units have been detected and handled with violations in the field of environmental protection, with a total fine of more than 2.2 billion VND. In which: Chief Inspector issued 15 sanctioning decisions with the amount of more than 1.2 billion dong; advising the Provincial People's Committee to issue 6 sanctioning decisions with an amount of more than 1 billion VND.

Up to now, violating units have to pay fines of more than 1.6 billion VND, reaching 73.5%. The majority of violations are discharging wastewater in excess of the permitted standards; failing to properly operate the wastewater treatment system and failing to establish environmental protection procedures as prescribed. Currently, the Department is keeping on reviewing violations to continue considering administrative sanctions.  
People's Committees of districts and Long Khanh city are carrying out inspections at 1.2 thousand livestock production facilities under the management of the districts' People's Committee and 8.4 thousand household-scale farming establishments managed by the commune level.

 In the near future, the departments, branches, offices and district-level People's Committees, according to their respective functions and tasks, will continue to implement the Plan No. 128/KH-UBND dated May 22, 2023 of the Provincial People's Committee on environmental protection in the province in 2023. In which, they will actively prevent and prevent environmental pollution.

Specifically, they shall continue to carry out environmental monitoring according to Decision No. 2676/QD-UBND dated July 31, 2020 of the Provincial People's Committee approved environmental monitoring network in Dong Nai province in the period of 2020 - 2025, with orientation to 2030. In which, focusing on monitoring surface water quality in rivers, streams and lakes in the province, conducting air monitoring in industrial parks, concentrated residential areas, key intersection, …

Continuing to implement drastic synchronous solutions to protect the environment in urban areas, industrial parks, industrial clusters and rural areas.
Continuing to implement the plan of general inspection of all livestock and poultry farms throughout the province in order to strengthen environmental protection, and completely handle environmental pollution in animal husbandry activities.

Developing  plans, roadmaps and organize the relocation of 3,006 livestock establishments out of the areas where livestock are not allowed under the localities' management according to Decision No. 296/QD-UBND dated February 24, 2023 of the Provincial People's Committee.

Protecting the environment is everyone's responsibility

Prevent, limit and overcome environmental pollution
Authorities will organize inspection and supervision of the quality of wastewater after treatment of centralized treatment systems in industrial parks to ensure that 100% of industrial parks operating in the area with water treatment stations meet environmental standards.
Organize periodic and unannounced inspection of pollution control plans to prevent and handle sources of environmental pollution; strengthen inspection and supervision of waste sources causing environmental pollution in urban areas, industrial parks, industrial clusters and other key areas.
Continuing to implement the classification of domestic solid waste at source throughout the province, in which priority is given to: definitively solving the backlog of generated domestic solid waste, implementing the scheme of re-planning the waste treatment areas, investing in waste transfer points, renovating garbage collection and transport vehicles, etc.
Promptly organizing the construction of drainage systems and regularly dredge sludge periodically in urban areas, concentrated residential areas, and key routes to stop flooding which cause damage to people's property currently.
Continuing to review production and business units with large discharge volumes (wastewater, emissions) that require the installation of automatic environmental monitoring stations on schedule, and data connection to the Department of Natural Resources and Environment in order to monitor and supervise according to regulations. The deadline is before December 31, 2024.
Strictly comply with regulations on appraisal and approval of environmental procedures.
Continuing to coordinate with the Ministry of Natural Resources and Environment to inspect the collection, transportation and treatment of hazardous waste by authorized units who are allowed to collect and treat interprovincial hazardous waste operating in the province in 2023.
In addition, continuing to implement the regulations on cooperation in environmental protection, water resources and minerals with neighboring provinces that have signed the agreement.
