The Government has issued Resolution No. 154/NQ-CP (23-11-2022) The Government's Program of Action to implement Resolution No. 24-NQ/TW of the Politburo on socio-economic development and ensuring defence and security in the Southeast region until 2030, with vision to 2045.
The Government has issued the Action Program on socio-economic development, defence and security of the Southeast Region (Photo loading and unloading goods at Dong Nai Port).
The action program will concretely target, tasks and solutions to exploit, promote efficiency, potential and advantages of each locality in particular and of the Southeast Region in general. From there, open up new opportunities for dynamic, innovative land that is at the forefront of innovation and development of the whole country.
Strive to achieve an average growth rate of about 8-8.5% of GRDP
The Southeast is a dynamic, innovative economic zone, at the forefront of innovation and development, contributing greatly to economic growth, exports, state budget collection and employment settlement of the whole country.
Speaking at the national conference on thorough implementation and implementation of Resolution No. 24-NQ/TW of the Politburo on socio-economic development and defence and security in the Southeast region until 2030, the vision to 2045 in October last year, Deputy Prime Minister Le Minh Cung said that over the past years, the economic structure of the Southeast region has shifted in a positive direction, The proportion of processing and manufacturing industries increased rapidly, the proportion of service sector increased; the growth rate of service sector reached the highest level in the country.
Sustainable poverty reduction, social security policy implementation, education and training have achieved many positive results; the poverty rate is lowest in the country; the material and spiritual life of the people is improved.
However, according to the assessment of the Southeast, there are many limitations, weaknesses and difficulties, major challenges. Development is not commensurate with the potential and advantages; some important targets have not been reached as set.
Therefore, in order to continue promoting socio-economic development in the Southeast Region, the Politburo issued Resolution No. 24, giving groups of views and objectives and solutions, specific tasks to develop the region. On November 23, the Government issued Resolution No. 154, the Government's Action Program to concretise the objectives, tasks and solutions to exploit, promote the efficiency, potential and advantages of each locality in particular and of the Southeast Region as a whole.
The Government Resolution set a target for the period 2021-2030, the average growth rate of GRDP in the Southeast Region is about 8-8.5%. By 2030, the per capita GRDP at current prices is about 380 million VND (14.5 thousand USD); the proportion of service sector accounts for 41.7% in the GRDP, industrial and construction sector 45.3% (33% of processing industry alone), agriculture, forestry and fisheries sector accounting for 2.3%; the share of digital economy in GRDP is about 30-35%; the rate of urbanization reaches about 70-35%; the rate of urbanization reaches about 70-35% 75%; 100% of communes meet new rural standards.
Also during this period, the rate of increase in labor productivity of the region reached about 7%. By 2030, the proportion of workers through training with certificates reaches about 40-45%; unemployment remains at less than 3%; reaches 32 hospital beds and 11 doctors per 10 thousand population; health insurance coverage reaches over 95%.
7 task groups, solutions focus on the development of the Southeast
According to the assessment, the development of the Southeast region has not been commensurate with its potential and advantages over the past time due to the lack of awareness of the role, position and importance of the region and inadequate regional linkages. Institutions of regional linkage are not synchronized, effective and efficient; lack of mechanisms and policies to effectively encourage and mobilize resources, especially capital from outside the state budget to invest in the construction of important regional connection infrastructure works, large scale and for science and technology, creative innovation
Along with that, the decentralization and decentralization have not created initiative for localities. The quality of the planning is not yet high; the management capacity of the apparatus is limited; the capacity of staff at all levels, especially the grassroots level of social management...
Therefore, in order to achieve the goals and targets set, the Government's Action Program has also set out 7 groups of tasks and solutions to develop the Southeast Region in the coming period including: thorough work, propaganda, creating unity, consensus of society in construction, organizing the implementation of programs and action plans to implement Resolution No. 24; development fast, sustainable breakthrough, spread in regional and interregional economic development; focus on improving institutions, policies and promoting regional links; develop develop science and technology, innovate and improve infrastructure and urban structures; develop culture and society, improve the material and spiritual life of the people; ensure solid defense, security, improve the efficiency of foreign affairs; focus on building and correcting the Party and political system.
In addition, the Programme of Action of the Government has also set out 35 specific tasks and 29 projects of infrastructure structure and assigned to ministries and sectors to implement, with specific timelines.
