​On October 11, the 9th Conference of the Provincial Party Committee, the 11th session, was held under the chairmanship of comrades: Nguyen Hong Linh, Member of the Party Central Committee, Secretary of the Provincial Party Committee; Ho Thanh Son, Standing Deputy Secretary of the Provincial Party Committee; Quan Minh Cuong, Deputy Secretary of the Provincial Party Committee, Head of the Provincial Delegation of the National Assembly.

The conference aims to evaluate the results of the implementation of Resolution No. 03-NQ/TU of the Provincial Party Committee in the 9 months of 2022; give comments on the work program of the fourth quarter and the report on goals, targets, some key tasks, and solutions in 2023.
In the past 9 months, the socio-economic development situation in the province continue to have many positive changes. Works and projects are accelerated construction progress; basically, completed the handover of the priority area in phase 1 of the Long Thanh International Airport project.

The field of education and training has been implemented effectively; information, propaganda, culture, art, sports and tourism activities took place in a vibrant and diverse manner; People's health care and social security have many positive changes. Discipline and administrative discipline are strengthened. National defense was consolidated, security and social order were maintained. Party building and people's mobilization achieved good results, contributing to strengthening people's confidence in the Party.

 However, besides that, there are many shortcomings and limitations, such as production and business activities in enterprises are facing difficulties due to lack of orders. The disbursement of public investment capital continues to be slow (only reaching 45.6% of the whole year target). The absenteeism and dismissal of medical staff and the shortage of drugs, supplies and local medical equipment at some medical facilities have resulted in a decline in the quality of medical examination and treatment at public hospitals. Digital transformation has not changed. The percentage of people using tap water in localities is still low. Some localities have a very large number of students/classes. Traffic jams and flooding are happening in many areas in the province. The development of new party members and the establishment of Party organizations and mass organizations in private economic organizations have not met the requirements set out by the province.

The above limitations have objective and subjective causes such as: affected the world's economic and political instability; the legal provisions are not uniform and uniform. The implementation of resolutions and tasks at some levels of the Party Committee is sometimes not drastic and not timely; the capacity to act and organize the implementation of tasks of the inefficient law enforcement agencies.

 The Secretary of the Provincial Party Committee emphasized that the problem of growth is not the number, but the quality of growth. This requires the whole province to think to create a new impetus for quality growth.

The Secretary of the Provincial Party Committee suggested that in the year-end summary of the units and localities in the near future, they must clearly state whether the budget has been used effectively; taking care of people better than last year; Has the handling of environmental, urban infrastructure and social issues been timely?

In the coming time, each locality must clearly determine what its current difficulties and pressures are in order to find solutions. The planning work must ensure quality, progress, feasibility, long-term vision and harmony in the socio-economic development space of the region, maximize the comparative advantages of the province and each locality in the province. Once the planning has been approved, it is not allowed to break the planning.
In attracting investment, pay attention to choosing the best investors, the best projects, the best ideas to increase the quality of growth for the province and environmental friendliness..

Continuing to promote the progress of implementation and disbursement of public investment capital according to the 2022 plan. Strengthening direction, improve the effectiveness and efficiency of state management in the following areas: planning, land, construction , natural resources and environment, fire prevention and fighting; strictly handle violations in these areas.

 Focusing on strictly controlling environmental issues, resolutely dealing with cases of environmental pollution that do not meet the requirements of sustainable development for the future.

 Promoting propaganda and advocacy for the development of green economy and circular economy; develop agriculture in the direction of clean agriculture, organic agriculture, and promote the application of scientific and technological advances in agriculture.
Effectively implement the resolutions of the 11th Provincial Party Committee on tourism, on social housing, on digital transformation of Dong Nai province to 2025 and orientation to 2030.

 Strengthen the management of the market, supply of goods, protect the interests of consumers, closely monitor the market and prices; operating and stabilizing prices, especially during holidays and Tet.

Heads of party committees and administrations at all levels must ensure that in receiving citizens, handling complaints and denunciations of citizens in accordance with regulations and within their competence, do not let the status of complaints go beyond the level, the backlog and prolonged applications.

Regularly supervise within the Party to promptly detect and solve problems early and prevent mistakes and negativity from the beginning. Promoting the roles and responsibilities of the Fatherland Front and mass organizations, especially the core forces at the grassroots level in mobilizing the people to implement the guidelines, policies and laws of the Party and State; participate in social supervision and criticism, contribute to creating social consensus, consolidate the great national unity, strive to fulfill the development goals and tasks of the province.
