The demand for technology application and innovation by enterprises increases, but it is difficult to access a high-quality technology supply. The enterprise's ability to absorb and master technology and the quality of human resources is still low.

On the other hand, the intermediaries of the S&T market have not received adequate attention and investment. The capacity of intermediaries to provide consulting, brokerage, promotion and technology transfer services is still weak. There is a lack of intermediary organizations that act as the focal point of the system, at regional and national scale to provide quality services to meet the needs of economic development, especially the need for technological innovation application of key export industries…
