The dream of settling down
Over 12 years of working in the land of Dong Nai, Mr. Tran Van Tinh (working at Pouchen Vietnam Co., Ltd., Bien Hoa City) and his family of 4 still live in a cramped and run-down rented hostel with a rent of VND 1.3 million/month. Mr. Tinh said that he and his wife have worked as workers for many years; The couple's biggest wish is to buy a cheap social housing soon so they can have a permanent place to live, their children have a place to study, and they don't have to live in a cramped and torrid hostel room.
“My wife and I currently earn about VND 15 million/month. Excluding expenses, each month also saves nearly VND 4 million. If the locality creates conditions to buy social housing at low prices and is paid in installments, the above amount is enough for me to pay monthly. At the company where I work, there are many workers who have also been with the company for more than 15 years but still have to stay in rented house. We hope that Dong Nai province will promote the deployment of long-term social housing for workers so that we can work with peace of mind," said Mr. Tinh.
Worker Le Thi Hai has worked in Dong Nai for 14 years. Currently, a family of 5 including 2 husband and wife, 2 small children and a sister are sharing a room of about 16m2 in Tam Hiep Ward (Bien Hoa City). Ms. Hai said that the hardest part was in the summer, when the room was so hot that she couldn't sleep at night. Not to mention, all 5 people live in a cramped motel room which is very inconvenient. Meanwhile, the current income is decreasing because the company does not have orders, if renting a larger room is not enough costs. In addition, the security and safety of the motel room is not guaranteed, which is what makes her always anxious and nervous.
Vice Chairman of Bien Hoa City Labor Confederation Nguyen Thi Bich Thuy said that currently, workers are staying in 3 wards: Hoa An, Trang Dai and Long Binh. After visiting a number of dormitories crowded with workers, it was found that their lives were still difficult, especially in damp and degraded hostels. When surveying about housing demand, all workers have the need to rent or buy houses invested and built in the form of projects. Therefore, the issue of social housing is an urgent solution to take care of long-term stability for employees as well as retain this force in the locality.
Implement housing projects for workers
The province now has more than 20,000 rental establishments with more than 150,000 rooms, meeting 450,000 accommodations for workers. The area of each room is about 14-16m2 with 3-4 people staying. Although the rental price is suitable with the income of workers, many motels do not meet construction standards, are not fully equipped with fire prevention and fighting facilities, ensure environmental sanitation, etc. Many workers look forward to the province's social housing projects to improve their lives and stabilize their accommodation.
Over the years, all levels and branches of Dong Nai province have paid attention to leading, directing and proposing solutions, mechanisms and policies to develop social housing for workers. However, the results of the development of worker housing and social housing are still limited. The reason is due to problems in planning, site clearance, creating a clean land fund, attracting investment is not timely; have not yet formed concentrated, synchronous and modern residential areas. Businesses have difficulty in accessing and obtaining preferential loans from banks to build houses for workers. As of the end of 2020, the province has only 3,498 social housing units, of which nearly 1,600 are for employees. By 2022, the province is implementing 8 projects with more than 9.5 thousand apartments. Of which, 1,558 units have been completed, the remaining nearly 8,000 units are continuing to be constructed. It is expected that by 2025, the province will have 3 more industrial parks to complete the infrastructure system and put into operation, including: Long Thanh Hi-tech Industrial Park, Cam My Industrial Park and Phuoc Binh Industrial Park. These 3 industrial parks, if put into operation, will have about 57,000 workers and the demand for housing for workers will continue to increase sharply.
Resolution No. 07/NQ-TU of the Provincial Party Committee on the development of worker housing and social housing in the 2021-2025 period sets the goal of developing social housing in the direction of modernity, synchronous infrastructure, and a good living environment in order to gradually improve the lives and ensure the safety of workers. The province considers this an urgent task to solve practical problems and workers' housing needs, an important solution to improve the business investment environment, and ensure the goal of comprehensive and sustainable development. Surely in the spirit of the Resolution of the Provincial Party Congress for the term 2020-2025 proposed.
According to the goal of Resolution 07, in the period of 2021-2025, Dong Nai strives to build about 10,000 social housing units with a total capital of VND 10,115 billion. Every year, localities such as Bien Hoa, Nhon Trach, Long Thanh and Trang Bom each choose to invest in 2-3 projects; localities: Long Khanh, Xuan Loc, Vinh Cuu... implementing 1-2 housing projects. The development of housing for employees according to the project has location, scale and is associated with the area where many objects are in need of housing. In addition, synchronously meet the technical infrastructure system, essential social infrastructure such as traffic, health care, education, culture ... to serve the needs of the settled life of workers.
