After many years of conducting surveys and assessments, in your opinion, what role does the PCI play in promoting the competitiveness of each province and city?
PCI is an independently evaluated set of indicators, getting information directly from the business community. When publicly announced, through this, businesses can easily reflect the problems encountered in the process of doing business locally, overcome the apprehensions and subtleties when directly reflecting the difficulties of their customers. themselves with local government agencies.
On the side of provincial leaders, there is an objective reflection from the business community to identify strengths and weaknesses in the business environment of the province, and to have pressure and motivation to carry out reforms. Independent information is a channel for local leaders to test, compare and contrast the judgments and assessments of subordinates to see if they are as realistic as reports.
In your opinion, how has the heat of improving the business environment and local competitiveness shown in recent times, especially in the context that the Covid-19 epidemic has affected all aspects of society?

Reform has always been the dominant trend in recent years. If before, the business environment reform process was concentrated in not many provinces and cities, but now, from the North to the South, the plains or the mountains, efforts to improve the business environment are felt.
In the context of the Covid-19 epidemic, the quality of provincial economic management is improving before the mandatory requirements. The business community highly appreciates the authorities of many provinces and cities for their dynamism, pioneering, responsible working spirit and ability to effectively solve arising problems. Any locality that has many activities to meet, talk, exchange and remove difficulties will greatly affect the trust of businesses with the government.
The business environment is increasingly open and favorable, so what will be the room for administrative reform, sir?
Of course, the reform and improvement over time, in response to the actual requirements of society, will always continue. As for the business environment, in some ways, our reform space is still large. For example, the rate of 41% of enterprises paying informal fees is still high, common in some essential procedures such as business registration, access to production and business premises. Enterprises also often pay informal costs in procedures or operations such as market management, environmental inspection, tax, inspection of fire prevention and fighting and land.

How do you evaluate the PCI index of Dong Nai recently?
The quality of management shown in the past few years has changed positively. Previously standing in the middle, even at the back of the evaluation table, but now it has gradually improved, in the group of 20 best provinces and cities. In our opinion, this is also a very encouraging effort.
Of course, executive quality is only one part of the business environment. Dong Nai is still a bright spot to attract investors, both foreign and domestic. Because Dong Nai is a locality with advantages in infrastructure, quality of industrial parks, human resources as well as other advantages such as being close to seaports and later having airports...
These advantages will attract investors to expand their production and business activities. That advantage will be even greater if the locality continues to add its increasingly powerful reform opportunities.
To improve the PCI score, what do you think the locality should pay attention to?
Dong Nai deserves more recognition and appreciation from the business community. The province has long made an impression in economic development, in industrial park investment, this is the top area in the country in terms of FDI attraction and in the group of provinces with the highest budget contribution.
If we are only satisfied with what we already have, the problem is to further improve the business environment of the province. The upgrading of the business environment here is not only about receiving more investment capital, but also better quality of capital flow. The difference between provinces and cities is not the promulgation of many reform plans, many resolutions, many monumental programs, but the quality of policy implementation. If the locality feels impatient, realizes that it needs to change and go quickly, with stronger aspirations, from each cadre, leader at each level and sector, the combined will surely help the province to have more success.
