One of the important issues discussed and decided by the 6th Conference of the Central Committee of the Party, term XIII, is to continue promoting the country's industrialization and modernization until 2030, with a vision to 2045.

Industrialization and modernization are an indispensable stage in the development of each country. For Vietnam, from a backward agricultural economy, in order to advance to socialism, it is necessary to undergo industrialization and modernization. Industrialization and modernization help develop the production force, fundamentally change production technology, increase labor productivity. From the practice of Dong Nai province, industrialization and modernization has played an important role in the annual economic growth of the province.
Strong growth thanks to industry
Standing Deputy Secretary of the Provincial Party Committee Ho Thanh Son said that more than 300 years ago, the ancestors who explored the southern land built "Nong Nai great city" - a leading commercial port in the South and industry and handicrafts also soon formed.
During the French colonial period, French capitalists established a number of agricultural and forest product processing industrial establishments in the southern land; By 1963, Bien Hoa Industrial Park was built on an area of 376 hectares, from which Dong Nai industry developed under the centralized production model.
However, in 1975, when Bien Hoa 1 Industrial Park was established, the province only took over 33 factories but operated moderately, 12 factories stopped working, Dong Nai industry fell into crisis.
Since 1986, implementing the renewal policy of the Party and State, the Party Committee, government and people of Dong Nai strive to build Dong Nai into a modern industrial province. Currently, the province has 35 industrial zones approved by the Government, of which 31 industrial zones have been put into operation, attracting more than 2,000 projects. Each year, the province has more than 3,500 newly registered enterprises; Currently, the province has more than 38,000 enterprises in operation, attracting more than 1.2 million workers.
Implementing industrialization and modernization, the province has focused on mobilizing capital, especially investment capital from abroad, and widely applying science and technology to production to create added value and high competitiveness.
Besides, the province has promoted the advantages of each region and each locality to form regions of specialization and diversify economic sectors. Currently, the province's economic structure is to increase the proportion of GRDP in industry, construction and services; reduce the proportion of agriculture and forestry. The province's economic growth rate in the 2010-2015 period is 12%/year; the period 2016-2020 is 8.14% - in the group of provinces and cities with the highest growth rate in the country; per capita income is more than USD 5 thousand, 1.7 times higher than 2015.
The province has also focused on building synchronous and modern socio-economic infrastructure to meet the requirements of industrialization and modernization; coordinated with central agencies to speed up the project progress of highways and national roads passing through the province; to renovate and upgrade provincial roads; socialization of rural transport; construction of thermal power plants, Diesel power plants, hydroelectric power plants; urban infrastructure planning and construction; investment in infrastructure of trade, services, education, health... From 2015 to now, Dong Nai has had a continuous export surplus and the surplus value has increased over the years; in which in the period 2001-2020, the province's total export turnover of goods reached USD 186.75 billion; import turnover of goods reached USD 180.46 billion.
As the leading locality in the development of industrial zones, the added value of industry in GRDP from 50.83% (2001) to 54.62% (2010) and increased to 55.51% (2020). The added value of industry in the province's GRDP tends to slow down because from 2006 to now, the province has shifted priority to in-depth industrial development, prioritizing projects with a high content of knowledge and technology. technology, high-tech projects, supporting industries, investment in technological innovation; restricting projects that are labor-intensive and polluting the environment. Accordingly, currently, enterprises in the province that use automation and semi-automatic technology account for more than 30%.
Industry must follow modern direction
In addition to the important achievements when implementing the guidelines, mechanisms and policies of industrialization and modernization, there are many "bottlenecks" in the implementation of industrialization and modernization through the practice of Dong Nai.
Deputy Secretary of the Provincial Party Committee, Head of the provincial National Assembly delegation Quan Minh Cuong said that in 2021, the budget revenue in Dong Nai is more than VND 60 trillion, revenue from import and export is more than VND 25 trillion, this revenue is mainly from industrial production. The Party Committee and the head of the Party Committee in Dong Nai have high awareness and many great policies on industrialization and modernization, so the province has a reasonable economic structure, promoting the advantages of the locality.
However, industrial development does not mean turning Dong Nai into a densely populated place. Currently, in the province, especially in Bien Hoa, many schools have been built but students are still at risk of studying in shift 3; roads in urban areas, industrial parks - too many vehicles and people in traffic...
Deputy Secretary of the Provincial Party Committee Quan Minh Cuong said that industrialization and modernization is to choose a spearhead economy, the state economy, to create special products for the province, currently the province has no special products. The province must have a long-term vision in land use planning, it is not possible to let the land be fragmented in many localities as it is now. While developing industry, special attention must be paid to preserving national security, preventing crime and building a team of capable leaders to manage the national and local industrialization and modernization...
Secretary of the Provincial Party Committee Nguyen Hong Linh said that industrial development should not be greedy, industrial development brings a large tax revenue for the State, but in order for the people to be rich, tourism and agriculture must be promoted. The central and local governments must calculate that not all places do industry, but must know where there is a comparative advantage to focus on developing that advantage. Dong Nai has a very favorable geographical and economic position for development, but it must have an infrastructure system to attract investment of high economic value, avoid industrial development but leave the burden on the environment and social security for the province.
