Mrs. Le Thi Ngoc Loan, Director of the Department of Culture, Sports, and Tourism, stated that the system of grassroots cultural and sports facilities across the province has been continuously invested in and upgraded, fundamentally meeting the needs of the people for cultural creativity, enjoyment, and physical fitness. The province currently has 11 cultural, information, and sports centers; 154 out of 170 communes, wards, and townships have cultural, sports, and community learning centers; 859 out of 928 hamlets and neighborhoods have cultural houses and sports areas, and there are 14 ethnic cultural houses.

The planning, allocation of land, and construction of public sports facilities for public sports activities have been implemented from the provincial level down to the grassroots. All districts and cities have allocated land for sports development, averaging 2.35m² per person. The establishment of recreational, tourism, and sports centers to meet the physical fitness needs of residents has been encouraged and continues to grow. Many localities have successfully implemented socialization measures to build facilities, enabling organizations and individuals to invest in and provide sports services.

According to the Dinh Quan District Department of Culture and Information, socialization efforts in the local cultural system have been promoted. In the district, 7 out of 13 cultural, sports, and community learning centers have mobilized social resources, and over 50% of local cultural houses have gathered funding for repairs and the purchase of equipment, serving the cultural and physical training needs of the people.

Therefore, the local government is focusing on various solutions to overcome these challenges. By 2030, land for cultural facilities will cover 25.98 hectares, accounting for 1.13% of infrastructure development land, an increase of 0.24 hectares compared to 2020. Land for sports facilities will cover 11.42 hectares, representing 0.5% of infrastructure development, an increase of 0.31 hectares compared to 2020.
