Accelerating the Progress of the Bien Hoa 1 Industrial Park Conversion of Functions Project

(News Portal – Dong Nai) - On October 16, Chairman Vo Tan Duc of the Provincial People's Committee chaired a working session with various departments, sectors, and related units on the progress of relocating factories and enterprises according to the Conversion of Functions Project of Bien Hoa 1 Industrial Park.

Chairman Vo Tan Duc gave concluding remarks at the session. 

According to the Department of Planning and Investment, following Conclusion Notice No. 494/TB-UBND dated August 26, 2024, from the Chairman of the Provincial People's Committee, the relevant units have undertaken the assigned tasks in recent times. However, it has been assessed that the progress of these tasks remains very slow. Consequently, the Department of Planning and Investment has yet to establish a critical path for the work.

Enterprises have not relocated due to awaiting state policy mechanisms to support relocation, so they can devise appropriate relocation plans, schedules, and costs. The relocation of households still residing in the Bien Hoa 1 Industrial Park area, overseen by Bien Hoa City People's Committee, lacks a legal basis to develop compensation, support, and resettlement plans for these households.

In addition, changes in relevant legal regulations have also impacted the progress of the tasks.

Based on the reports from various units, the Department of Planning and Investment recommended that the Provincial People's Committee assign the Department of Natural Resources and Environment to review the proposal from the Bien Hoa City People's Committee regarding the inheritance of compensation dossiers and the approval decisions for the compensation plans of households that have not yet received compensation, support, or resettlement. They also urged for a swift review and completion of the draft compensation, relocation support, and land clearance policies when the state recovers land for the project in accordance with current legal regulations. Additionally, they recommended reviewing the provisions of the 2024 Land Law to advise the Provincial People's Committee on land recovery if the land exploitation plan of the project is no longer legally viable.

In his concluding remarks, Chairman Vo Tan Duc evaluated the progress of the tasks as very slow. In particular, the Department of Natural Resources and Environment, which was assigned the task of estimating the costs for organizing compensation and assisting in the relocation of factories and enterprises, has not yet completed this task.

The adjustments to the planning, the design competition for planning ideas, and the progress of the road projects have also been slow. Therefore, Chairman Vo Tan Duc requested that the departments and sectors, based on their assigned functions and tasks, expedite the implementation progress. He also assigned the Department of Planning and Investment to monitor the progress of the assigned tasks.

In case the progress of tasks or the content of the work differs from the direction of the Standing Provincial Party Committee and the Conversion of Functions Project of Bien Hoa 1 Industrial Park, the Department should compile and advise the Party Committee of the Provincial People's Committee to report to the Standing Provincial Party Committee for consideration and direction. ​
