(News Portal – Dong Nai) - On October 8, Vice Chairwoman of the Provincial People's Committee, Mrs. Nguyen Thi Hoang, chaired a meeting with relevant units to review the progress of adjustments to the investment policy of the project.

According to the Department of Transport, in 2023, the Provincial Party Standing Committee instructed the Provincial People's Committee's Party delegation to urgently direct relevant agencies and the project investor to coordinate on adjustments and complete necessary legal procedures, which must be submitted for approval before resuming toll collection for the Provincial Road 768 Project in accordance with regulations. Following these directives, the Department of Transport issued a letter requesting Sonadezi Chau Duc Shareholding Company to adjust the investment policy for the BOT Project on Road 768.
To thoroughly address the deterioration of the road to Thien Tan Water Plant (Hoang Van Bon Road, a component of the project) and ensure traffic flow without violating Resolution No. 437/NQ-UBTVQH 14 dated October 21, 2017 (which prohibits investing in the renovation and upgrading of existing, single-lane roads under BOT contracts), the Provincial People's Committee approved the adjustment policy to remove the road to Thien Tan Water Plant from the BOT Project on Road 768 and instead fund it through the provincial budget.
In June 2024, the Provincial People's Committee issued a decision approving the adjustments to the investment policy of the BOT Project on Road 768, under a public-private partnership model, specifically a build-operate-transfer (BOT) contract. The adjustments excluded the road to Thien Tan Water Plant, the parallel road to Thien Tan Water Plant, and Road 768B from the BOT Project on Road 768.
Currently, the Department of Transport is gathering feedback from relevant units on the feasibility study report for the adjusted BOT Project on Road 768.
At the meeting, the Department of Transport also asked the project investor to repair the Thien Tan Water Plant Road before handing it over to the relevant authority. Once the adjustment to the investment policy is approved, the road will be transferred to the Department of Transport for management. It will then propose an investment plan to upgrade and expand the road to a minimum of four lanes, adding drainage systems, lighting, and sidewalks, funded by the provincial budget.
Sonadezi Chau Duc Shareholding Company reported that it is currently repairing the Thien Tan Water Plant Road as directed by the Provincial People's Committee and expects to complete the work by October 20.
In her concluding remarks, Vice Chairwoman Nguyen Thi Hoang instructed the Department of Transport to complete the adjustments to the BOT Project on Road 768 by October 12, 2024, and submit it to the Department of Planning and Investment for review before presenting it to the Provincial People's Committee. She also requested that relevant agencies coordinate with the project investor to carry out the necessary procedures and determine the appropriate timing for resuming toll collection for the remaining components of the project.
