The development of Bien Hoa in promoting the overall development of the province

(News Portal – Dong Nai) - On the afternoon of October 11, Mr. Nguyen Hong Linh, Central Party Member and Provincial Party Secretary, chaired a working session with the Bien Hoa City Party Committee Standing Board on the results of task implementation for the first nine months of 2024 and key tasks for the fourth quarter.

At the meeting, Bien Hoa City Party Secretary Ho Van Nam reported that in 2024, the Bien Hoa City Party Executive Committee set out 8 groups and 46 targets across various fields, including socio-economic development, national defense-security, Party building, government, and mass mobilization. To date, Bien Hoa has achieved and exceeded 28 out of 46 targets. It is projected that by the end of the year, the remaining targets will also be met or surpassed.
One of the standout achievements of Bien Hoa over the past nine months has been continued socio-economic development. Key indicators, such as industrial-construction production value, total retail sales of goods and services, tourism revenue, and total social investment capital, all experienced growth. Notably, tourism revenue saw the highest increase, at nearly 34%. State budget revenue reached 3,628 billion VND, accounting for 85% of the provincial estimate.

The city's security and order situation has remained fundamentally stable. Numerous cultural activities have been organized, gradually meeting the public's cultural enjoyment needs. Currently, the City Party Standing Board and subordinate Party committees are preparing for the Party Congress at all levels for the 2025-2030 term.

During the meeting, the city leadership raised five issues with the province. Among them was a request for the Provincial People's Committee to propose that Road Management Area 4 address the flooding issue near Thong Nhat General Hospital (on National Highway 1A). Additionally, they requested that the Provincial People's Committee assign provincial functional departments to resolve legal issues related to social housing construction in Bien Hoa, as well as issues related to land acquisition and site clearance for several projects, including the Dong Nai Riverside Road project (from Hoa An Bridge to the border of Vinh Cuu District), Phase 1, Section 1 of the Huong Lo 2 Road project, and compensation, support, and resettlement for the Cai Riverside Road project (from Ha Huy Giap Road to Tran Quoc Toan Road).

Also at the meeting, Bien Hoa city officials reported to the provincial leadership on the city's deficient criteria for a first-grade urban area. It has been nearly 10 years since Bien Hoa was recognized as a first-grade urban area, yet several criteria remain unmet, such as public green space within the inner city and the density of roadways in the urban area.

The criteria that have been met for a first-grade urban area, such as the amount of green space per capita, public land for urban service facilities, fitness centers, the percentage of alleys with street lighting, and the number of public spaces, were re-evaluated, revealing that these criteria only scored 1 to 2 points on average.

For example, according to the National Assembly's resolution, the green space per capita for a first-grade urban area must be 10-15 square meters per person; Bien Hoa currently has 10.02 square meters per person (which corresponds to only 1.5 points). Similarly, the percentage of alleys with street lighting should be 80-90%, but Bien Hoa has only achieved 85%, accounting for 0.88 points. Additionally, Bien Hoa currently lacks a funeral home, even though the National Assembly's standards require first-grade urban areas to have 2-4 such facilities.

Provincial Party Secretary Nguyen Hong Linh acknowledged the results achieved by the Bien Hoa City Party Committee in recent times. However, the Provincial Party Secretary also expressed concern about the large volume of backlog work in Bien Hoa. The development of Bien Hoa is of great significance to the overall development of the province. Any officials who have "lost their fire" should step aside, as they cannot be allowed to hinder Bien Hoa's progress.

The Provincial Party Secretary emphasized that Bien Hoa must have a specific roadmap for addressing the outstanding first-grade urban area criteria. In the near future, Bien Hoa must be more decisive in resettlement efforts to clear land for projects. If this is not achieved, it will be difficult to promote development. At the same time, Bien Hoa should strive to implement social housing projects not only for low-income individuals but also to meet the housing needs of provincial officials, civil servants, and public employees.  ​
