Recently, the Provincial People's Committee has consulted with sectors and localities on the project "Completing and developing the land database of Dong Nai Province by 2025, moving towards a multi-purpose land information system". The goal is to manage well the land area in the province.
According to the Department of Natural Resources and Environment, up to now, Dong Nai province has organized and completed the overall project to build a system of cadastral records and land management facilities with the base address being the base address.
However, the remaining data is the master plan, the land use plan has been implemented but not yet fully integrated into the land database.
Bien Hoa City is a place where there are many changes in land planning in
the coming years.
Complete the land information database
In Dong Nai, the cadastral database has been built and completed, and is currently updating regularly and correcting shortcomings and limitations in the data built over time. However, data on organizational land, agricultural and forestry land is incomplete; land price data; Statistical data, land inventory has not yet been implemented. Therefore, the construction of the above project is to supplement and complete the missing information on the previously built database, and at the same time to build the component data of the land database according to current regulations.
Deputy Director of the Department of Natural Resources and Environment Nguyen Ngoc Thuong said: “Over the past time, the Provincial People's Committee has consulted with departments and localities on the project of completing and developing the land database in Dong Nai Province to fully update information about each land plot from planning, land use plan, land price, etc. The above information will be posted in public for people to know and help districts and cities to manage land more advantageously".
Up to now, Dong Nai has built a cadastral database for 170 over 170 communes, but the process of building a cadastral database has been carried out in many stages, the legal regulations of each stage have different adjustments leading to database limitations. Specifically, the geospatial data of some land plot is not synchronized with each other, the date of issuance of the land use right certificate lacks attachment files, the same information about the land user, the lack of the address of the land user. Projects of socialization, investment in transport infrastructure, and construction of new rural areas in the districts have been completed but have not been updated.
Mr. Le Van Tan, Director of Technical Center for Natural Resources and Environment said: “The above project has a total cost of more than VND38 billion and will be completed in 2025. When the project is completed. All information about each land plot will be fully updated. Businesses, organizations and individuals have enough information about land plots to invest, build works and projects faster. For districts and cities, when implementing compensation and site clearance for each work, the project will shorten a lot of time.
Long
Thanh District will become an airport city, so many projects will be
implemented
Publicize the land information
In the next 5-10 years, Dong Nai is a place where socio-economic development will be quite fast. It is estimated that thousands of projects in various fields will be built in the coming years. Most projects that want to be implemented must acquire land from people or organizations. Land in many areas in the province changes rapidly, the land database is completed and updated fully and continuously, which will help the management, compensation and site clearance work faster. Projects that are implemented on schedule and put into operation soon will create conditions for each locality to develop economically.
Vice Chairman of the Provincial People's Committee Vo Van Phi said that Dong Nai is a province with a fast urbanization rate, from now to 2030, each district and city will deploy many projects in various fields. Therefore, the province will complete the data on land, fully and accurately update it to support localities, establishments and people with necessary information for better management. In addition, the province's land database must connect to the central agencies to be able to access it when it is necessary. In particular, in the coming time, in the land database, there will be information about rice land, roads in new rural areas built with socialized capital. Dong Nai will prioritize the implementation of the model in new rural areas so that people sitting at home can also access the detailed planning of their land. In that situation, people can invest in production and business in accordance with the local planning and land use plan.
