Improve the PCI
Results of the Provincial Competitiveness Index (PCI) in 2020, Dong Nai reached 64.56 points, ranked 20th out of 63 provinces and cities. Compared with the PCI index results in 2019, the total score of the component indexes of Dong Nai decreased by 1.26 points, the ranking increased by 3 grades. Thus, Dong Nai achieved the goal of increasing the ranking but did not improve the PCI score. Moreover, being a province in the group of localities with strong economic development in the country, but Dong Nai has just started to enter the top 20 in terms of business environment over the years, this needs to be further improved.
In order to continue accompanying businesses, the Provincial People's Committee has just issued a plan to implement Resolution 2 of the Government in association with improving the business environment and enhancing national competitiveness in the province. Accordingly, strive to improve the PCI component indexes, especially scores, ranking positions of administrative reform, business environment, and local competitiveness. The goal is to increase the score of each index and the total score of PCI, striving to reach the 18 provinces and cities with the highest PCI this year. Specifically, the province strives to increase PCI by 2-4 points (equivalent to 67.15 to 68.15 points).
Reducing administrative procedures to create favorable conditions for businesses
To be able to improve important indexes, Dong Nai focuses on specific solutions, following reality such as market entry, land access, transparency, cost, and time of enterprises in handling administrative procedures. Along with that business support services, labor training, unofficial payments, dynamism, equal competition, legal institutions and security will also be improved.
One of the central and highly expected tasks is the reduction of business conditions. Dong Nai will cut, simplify administrative procedures, reduce the cost of compliance in all fields for businesses. Dong Nai will focus on researching solutions to reform administrative procedures for digital transformation projects, energy and technology transformation, green projects, etc.
