Continuously organize job exchanges
According to the Dong Nai Employment Service Center, in the first six months of 2023, businesses in the province need to fill in more than 17,000 positions, most of which are unskilled workers (accounting for nearly 80%). Most of these positions are in industries such as: garment, textile, mechanical engineering, wood, packaging... Along with the need to recruit workers to work in industrial parks, there is also a need to recruit workers in privately owned enterprises, small and medium enterprises, household business and factories, or individuals.

To introduce jobs to unemployed workers, the center has organized 9 job exchange floors with the participation of over 180 businesses and over 3,600 attendees. As a result, more than 2,500 people were consulted and over 2,000 applications were received. Through the center, 33 businesses have offered about 3,000 unemployed workers with stable jobs; offered job counseling for nearly 40,000 attendees, provided job introduction for more than 4,600 employees. As one of the enterprises with stable orders and continuously participating in the job exchange to find new human resources, Son Ha Co., Ltd (Bien Hoa City) has recruited many workers to boost their production capability.

Having joined the job exchange for the 9th time, the company wanted to recruit 200 workers, but they failed to achieve that goal. According to a representative of the company's human resources department, from the beginning of the year until now, the company still has a constant flow of new orders, ensuring stable jobs for employees. But at present, recruiting workers, especially garment workers, is still difficult.

Increasing job exchanges
Currently, companies, especially garment processing companies, leather legwears, electronic components, are short of orders. This situation, which has lasted from the fourth quarter of 2022 until now, has affected workers in the industrial sector, especially in the textile and garment industries, wood processing and electronic product production. Statistics from the Provincial Trade Union show that up to now, more than 22,000 workers in the province have had their jobs and income affected. However, some businesses still have the need to recruit unskilled workers to ensure the minimum number of employees and maintain production activities.

An existing dilemma for the labor market is that while many unemployed workers have not yet found a job, some enterprises with recruitment needs find it difficult to recruit suitable workers. Although many businesses have posted recruitment information continuously and joined the job exchange, they only received a few dozen job applications and interviewed some of the applicants.

A representative of the Dong Nai Employment Service Center said that although the recruitment needs of enterprises at job exchanges are mostly unskilled workers, the number of workers participating in the job search is very limited, or do not meet the recruitment criteria.

Faced with the above situation, many grassroots trade union officials said that businesses need to balance and increase their remuneration to attract workers in other areas; at the same time, exchange and associate with labor supply sources such as vocational schools, reputable human resource supply companies... Regularly participate in job exchanges directly so that enterprises and employees can have the opportunity to meet, exchange information, job positions more. Therefore, labor supply and demand will be balance, as enterprises have the desired quality of resources and workers have suitable jobs.

According to enterprises, as orders returned but in limited number, some businesses still try to maintain rotating jobs to retain employees, some are cutting and saving costs to ensure the benefits for workers. In enterprises that gradually restored production, they have begun recruiting new workers.

A representative of Cibao Co., Ltd (Long Khanh City) said that the company has just recruited 300 addditional unskilled workers. This is a sign of prosperity because by the end of 2022, the company has to suspend contracts with hundreds of employees due to no orders. The company expected that if orders continue to be abundant in the last 6 months of this year, they will recruit more workers to meet the production needs.

To increase the chance of employment for workers and helping enterprises to recruit, the Department of Labor, War Invalids and Social Affairs has reviewed the recruitment needs of enterprises. Then, based on that information, proposed solutions to remove obstacles. In addition, strengthening job connection in many forms for employees, especially workers receiving unemployment benefits. The Department has directed the Dong Nai Employment Service Center to organize job exchanges to connect labor supply and demand, ensuring support for businesses to recruit labor according to their criteria.

Directress of Dong Nai Employment Service Center, Tran Thi Thuy Tram, said that in the last 6 months of 2023, the Center is expected to organize 6 additional job exchange floors, provide job counseling for 30,000 laborers and employ nearly 3,000 workers. In addition, they are planning to propagandize and publish information on mass media and the center's website about employment and recruitment needs. At the same time, they want to convey information about jobs of enterprises to localities to propagate and support workers who are looking for jobs.
