​Some criteria of modern rural areas to be revised within July 2012

The Deputy Prime Minister Vu Van Ninh has provided the Ministry of Agriculture and rural area development with the direction on completing the draft submission to the Prime minister within July of 2012, supplementing the Resolution 491/QĐ-TTg of the Prime minister dated April 16th, 2009 about some national criteria concerning modern rural areas that need to be revised.


Accordingly, those criteria that need to be revised include criterion 10 of income range, criterion 12 of labor structure, criterion 7 of rural markets, criterion 14 of education, criterion 15 of medical. As for criterion 10 of income range, criterion 12 of labor structure, the deputy prime minister required different approaches with analysis of weaknesses and strengths to be open for public scrutiny in each province, department and ministry before submission to the Prime Minister for revision.
 
The program of national criteria of building modern rural areas has been aggressively being deployed by provinces and sectors. However, during implementation and through the scrutiny of provinces, some criteria were deemed inappropriate and the interpretation of the content was somewhat inadequate. For example, according to the scrutiny of localities, it is not as necessary to build a market in each commune to serve its citizens as stated in the criterion of rural markets. There are markets that are currently perfectly serving the needs of local citizens, therefore there is no need for more.
 
As for the criterion of private accommodation, the regulation on standardized housing under 4-concrete criteria (concrete wall, concrete beams, concrete floor and concrete roof) of the Ministry of construction might not be suitable for areas of Cuu Long delta and ethnic minority areas.
 
As for the criterion of personal income pursuant to Regulation No. 491/QĐ-TTg, the average personal income per year must be 1.2 or 1.5 times as high as compared with the average number of the province depending on particular conditions of the areas. However, the method for calculation of each commune is not appropriate. Additionally, it will be a harsh challenge for areas where agriculture occupies only a small fraction when compared to the whole province. Therefore, we need to adjust the baseline; the income level prior to implementation of the campaign can be taken into consideration. For mountainous areas, areas of ethnic minority groups, a long process must be in place. Therefore, a separate and customized target as determined by the respective provinces should be available.
 
As for the criterion of labor structure in agriculture, as regulated, the portion of agricultural labor in modern commune should not exceed 30%. This number is not applicable to deeply rural areas and remote areas as well as intensive agricultural areas. Especially at deeply rural areas and remote areas, enterprises have yet to approach for investment, economical condition is primitive, and it is hard to transfer labor force to other sectors.
