The important requirement of sitting of the provincial People’s Council at the end of this year is to evaluate and review results of 2005 tasks of social economic development and national security and to set targets and outlines directions for 2006 tasks. Therefore, some programs and resolutions will have duties to summing up the instruction and operation activities during the past 5 years and to point out targets and resolutions for the period of 2006-2010. This requires departments and functional agencies to have well preparations, especially the Law on issuing lawful documents has come into effect.
After discussing, the meeting reached an agreement on the report on 2005 tasks of social economic development, national security and state budget as well as the 2006 development plans drafted by the provincial People’s Committee. As for specific resolutions, it was suggested that more attention should be paid to projects that hadn’t been approved by the provincial People’s Council such as project to mobilize capital to construction infrastructure and facilities of many localities and project to manage mineral resource in the province. It was also suggested that resolution on supporting the development of industry and resolution on managing and developing forests in the province in the period of 2006-2010 should be promptly issued
Ms. Dang Thi Kim Nguyen, vice chairwoman of the provincial People’s Council, requested leaders of departments and functional agencies to enhance the updating knowledge on law making suggestion for urgent problems that need specific resolutions, to mobilize other departments and agencies to implement and ask the provincial People’s Committee to submit the resolution to the provincial People’s Council for approval at the late 2005 sitting. As for projects that had not been well-prepared, they will be considered in 2006 in accordance with the procedures defined by the State Law on the passing of lawful documents.
