Correspondent: Would you please tell me some information about the preparation for the congress?

- Mr. Nguyen Tien Dung: On July 12th, the subcommittee for content and propaganda of the congress submitted a draft report on the 5 years implementation of patriotic emulation movement in the province. This report was sent to provincial authorities, all localities, units and departments in the provincial to get suggestions and instructions as to perfect its content. The provincial authorities required the subcommittee to make a report which clearly illustrated the significant features of the province and the contributions of people from all walks of life to development of society and economy in the province. Members of the subcommittee for personnel are unanimous that the congress would have 1,600 delegates, consisting of 1,000 typical individuals of localities, organizations, religions and ethnic groups and 600 guests and delegates of the congress.

* What is the structure to select delegates of the congress?

- Among 600 delegates of the congress are 450 delegates who are selected by the typical conferences of the districts, units and departments under the provincial management; 100 delegates are selected by the organizer board of congress and 50 guests from central government, representatives from neighboring provinces and cities, heroine mothers and retired heroic individuals. The organizer board had properly allotted the numbers of delegates. All units and departments have 320 delegates; 11 districts, town and city in the province have 120 delegates and 10 delegates are groups or individuals who are conferred heroic laborer titles since 2000

* What are the criteria for the selection of delegates of the congress?

- Delegates are outstanding and typical peoples who had great achievements in the patriotic emulation movement of their offices or localities, virtuous characters and clear resumes and who consciously obeys and implements the laws and policies of Party and Government. The chairman of provincial People’s Committee, President of the provincial emulation and award Council, and the organizers board of the congress had unanimously agreed that as this patriotic emulation movement is for all Party Committees, authorities, fronts, organizations and people from all walks of life in the province, congress should honour labourers who had great contributions to their works. Peoples attended in the provincial congress must be excellent individuals and communities.

* As I know the congress will officially opened in the morning of Jul 30th, but according to the plan of organizers board, there will be many activities related to the congress. What is the schedule of these activities?

- Before the congress is taken place at the provincial sporting hall, there are many activities to celebrate the congress. These activities are cultural performances, photo exhibitions on social and economic achievements in the last years in the province, exchange with typical individuals and groups.

* What is the agenda of the congress?

- Beside the approving of draft reports on the patriotic emulation movement in the period of 2000-2004. The congress will discuss and approve the tendency and main tasks of the patriotic emulation movement in the next five years. The congress will have a ceremony to grant certificates to honor 30 outstanding delegates who are selected from 550 delegates of the congress.
