Speak for opening summation conference of Thought and Culture tasks nationwide in 2006, mission deploying in 2007, Mr. Nguyen Hong Vinh- associate head of Central Thought and Culture Committee says 2006 is the year took place many significant historical events with profound marks such as: The Nationwide Ninth Congress of Party’s Delegates achieves complete success; Viet Nam is officially the 150th member of WTO- World Trade Organization; Viet Nam hold successfully APEC-year 2006 and APEC 14th Summit Conference; trusted by Asian nations and introduced to be a candidate for the post of not-standing member of UN Security Council in the term of 2008-2009; this is the first year that implement Ninth Congress Resolutions of Party, people unit and attempt to gain respectful achievements:

Speed of economic growth keeps getting high rate (8.17 percent); total turnover for export gets highest level (approximately 40 billion of US dollar for long time; calling for investment capital gets the record (10.8 billion of US dollar); living standards keep improving and stable; politic and social security are insured; national defense are reinforced, sovereignty of country, sea and islands are kept firmly; anti-corruption and waste get high effects in the first step. Although it occurred 9 storms damaged human and properties in last year, bird flu re-breaks in some places; our country still gets high achievements that also make those achievements more meaningful, demonstrate lively sound, creativity in the directions of comprehensive innovation acknowledged in resolutions of Ninth Party Congress so that it makes an important foundation to reinforce and bolster people’s belief on Party, administration of socialist jurisdiction state.

Based on that, Mr. Hong Vinh also emphasizes that along with achievements of Thought-Culture Branch, public opinions still displease to complaints over-crowded in some places; negative matters in education and training prolonged; expression of moral depression, lifestyles, social evils, especially traffic accidents still haven’t prevented and pushed back yet. There are many positive and negative reasons for those shortcomings that include limits and insufficiency in thought and cultural activities featured by struggling properties, convincing properties are not rather high that can not make positive factors more dominant than negative factors; reasoning has not followed development yet and requirements of real life; tendency of commercialization and mixtures as well as following normal likes in the activities of press, publishing, culture and performance have been dealt slowly.      

According to reports of Central Thought and Culture Committee, all branches have made great efforts, followed directions of Politburo, Secretarial Board of Central Party and hierarchy, associations; positively deploy major missions in the field of Thought and Culture to contribute to common country’s achievements. The branch focuses on directing propaganda to implement resolutions of Tenth Congress, Third Central Resolution (tenth course), resolutions of Party Congress of all levels, great events in country; consult actively Politburo on promulgation of No.6 Direction and organization of launching movement “Study and follow Ho Chi Minh ’s morality”; publicize policies of socio-economic development. The Branch also reinforces control of press, publishing, culture and performance; popularize of international integration and foreign affairs. All branches in the country propagandize, encourage mirrors of good person-good thing; accuse strictly negative demonstration; pay much attention to resist wrong and deviatory thoughts; frequently well-implement political and ideological security in the key areas such as: Northwest, Highlands, Southwest, and big cities.

Conference's view

Mr. Phung Huu Phu- assistant head of Standing Thought and Culture Committee also acknowledges and points out some limits, insufficiency of Thought-Cultural activities in 2006 such as: keenness is insufficient; struggling is not high and timely, education of politic, thought, morality and lifestyle to the youths and students has not done well; leading and directing ability of management of thought and culture argument tasks can not follow growth of real life. Finally he points out major missions of branch in 2007 are keeping contributing to well organization of mobilization “Study and follow Ho Chi Minh ’s morality”

Speak at the Congress; Mr. Nong Duc Manh- General Secretary emphasizes 6 major missions to do in this year include: Right awareness in position and profound marks of 2006 in the process of country innovation; grasp firmly and develop important and decisive role of thought missions in the new situation; grasp missions of thought and culture in 2007; in 2007 and next year branches of Thought and Culture have to play major part in effective deploying of mobilization “Study and follow Ho Chi Minh ’s morality”; build firmly system of thought-cultural agencies, unit to the whole Party; well- complete important tasks in the new period; raise more struggling spirits in activities, rectify thoughts, criticize wrong opinions; reject hostile and distorted argument; determinedly defeat plots of peace development in the field of thought.

Delegates at the Conference

To thought missions in this year, Mr. Nong Duc Manh says that 2007 is the second year implementing Resolutions of the Tenth Party Congress, the year of poll the twelfth National Assemble, the year to boost an important step in missions of Party construction and reorganization; restructuring and cadres and political system in common. Thought Missions of Party serves capably to these general missions.

In two days (February 26 and 27), the conference will focus on discussion, debate and clarification of strengths and insufficiency; deeply analysis in attained and unattained reasons to suggest solutions to overcome effectively in the next time.
