On the 1st January morning, at the provincial People’s Committee Square took place the Meeting to hand over to the next shift “5 months of deploying the ‘Say no campaign’ to negativeness in examinations and achievement-oriented condition in education” to the Southeast branch organized for the second time by the Ministry of Education and Training. There attended Ms. Dang Huynh Mai- Deputy Minister of the Ministry of Education and Training, Mr. Dinh Quoc Thai- Vice President of the provincial People’s Committee, Mr. Huynh Chi Thang- Vice President of the provincial People’s Council, representative leaders of provinces and leaders of the Departments of Education and Training of provinces including Ba Ria Vung Tau, Binh Duong, Binh Phuoc, Dong Nai, Binh Thuan, Ninh Thuan, Tay Ninh and Ho Chi Minh City and representatives from universities and colleges.

The campaign “Say no to negativeness in examinations and achievement-oriented condition in education” has been mobilized in Ho Chi Minh City since July 31, 2006. The Steering Board of the Ministry of Education and Training handed over to the next shift simultaneously for the first time in 3 regions (Hai Phong, Nha Trang, Ben Tre). According to the evaluation of the Steering Board of the campaign, from the day of launching it, most of local seniors were interested in supporting the education; leaders of Departments of Education and Training, leaders of universities, colleges and professional colleges also had profound awareness of its significance and effects; and most of the cadres, lecturers, teachers, students and pupils were excited and highly concurred with the campaign.

From then on, the campaign initially restored the rules, order and discipline and promoted democracy at schools. The emulation movements of “good teaching, good learning”, “democracy-rules-love-responsibility”, “building a cultural environment at schools” were evolving to come into essence. Schools’ steering and investigation became more frequent and deeper. The phenomena that teachers or lectures deserted classes or changed the time for private affairs, went into or out of classes improperly according to the regulations, used mobile phone in classes, pedagogically misbehaved to pupils and students and so on were reduced.

At the meeting of handing over to the next shift, all representatives said that saying no to negativeness in examinations and achievement-oriented condition in education was a big campaign requiring the concerns of many people. In fact, the deep meaning of the campaign was not only to turn the awareness of deceipt and achievement-oriented condition which was the reason for making education quality uncorresponding.
