Opening of the tenth session of meetings of the Provincial People’s Council- the seventh course, the term of 2004-2009

In the morning of December 18, 2006, at the Provincial Committee of the Party Square, the tenth session of meetings of the Provincial People’s Council - the seventh course, has conducted the opening meeting. Mr. Tran Dinh Thanh - a member of the Central Committee of the Party, the Provincial Party Committee Secretary and the President of the Provincial People’s Council presided over the meeting.

The tenth session of meetings of the Provincial People’s Council this time focuses on assessing and evaluating the results of the performance of socio-economic and defence - security targets and missions of the year 2006 and determining the goals of 2007 for the province. Besides, at the meeting were presented the reports on the Provincial People’s Committee’s steering and management in 2006; on the supplementation and adjustment in land prices in the area in 2007; on the criteria for opening bus routes carrying public passengers with subsidized prices from the budget; on the performance of the Resolution number 6; on the results of the operation of the Provincial People’s Council in 2006; on the Provincial People’s Council’s activities and supervision in 2007; and on the construction of law normative acts of the Provincial People’s Council in 2007.

In addition to those contents, stating to open the session, Mr. Tran Dinh Thanh- the President of the Provincial People’s Council demanded that the representatives of the Provincial People’s Council pay attention to studying, contributing ideas to the implementation of school and class strengthening up to 2006; adjust and supplement land prices in 2007 and criteria for opening bus routes carrying public passengers with subsidized prices from the budget.

In the morning, the meeting adopted the Provincial People’s Committee’s brief reports, which are on the performance of socio-economic and defense - security targets and missions of the year 2006 and the goals of 2007; reports on the Provincial People’s Committee’s steering and management in 2006; its Statement on the supplementation and adjustment in land prices in the area in 2007; its accounts on the implementation of school and class strengthening up to 2006; the Statement on the ending of the implementation of the Resolution number 16/NQ-HĐND of the sixth Provincial People’s Council about the realization of public benefit ordinances; the Socio-Culture Board’s investigation report on the execution of socio-cultural tasks and targets in 2006 and on giving the goals for 2007; the Economic-Budget Board’s investigation reports on the performance of economic missions in 2006 and on producing targets for 2007; and so on.

The whole view of the meeting

In the afternoon, at the Square, the meeting would discuss the issues raised in the morning and continue to listen to the reports from the Provincial People’s Committee on the results of receipts and expenses of national budget in 2006; its Statement on complementing budget estimates of incomings and outgoings in 2006; the forecast of national budget income in the area - local budget expenditure, the allocation of provincial budget and the extent of complementation of under provincial level budget in 2007; its Statement on the results of the realization of investment and construction plans in 2006 and the assignment of investment and construction plans’ norms in 2007; its Statement on the national budget balance-sheet in 2005; its Statement on the regulation rates for the period of budget stabilization 2007-2010 and budget apportion 2007-2010. The session is anticipated to last 4 days, from December 18 to December 21, 2006.
