Provincial People’s Council supervises investment in basic construction

According to the report made by the provincial People’s Committee of Nhon Trach district, investment in basic construction of the district in 2006 is estimated to reach 101.78 billion VND (fulfilling 89% of the plan target). By November 22 2006, the amount of capital payment of provincial budget í 39,117 billion VND (fulfilling 74% of capital allocated by the province). It is estimated that the construction works in 2006 are valued at 46.05 billion VND (fulfilling 87% of year plan). With these allocated capital, the district has finished some remaining infrastructure items of project to upgrade the district center; completing the transport system in the district center and 8 school facilities assigned by the provincial Department of Training and Education in 2005 and fulfilling the restoration of Nhon Trach Tunnel historical monument. This shows that the district does not fulfill its planned targets. The reasons for lateness in payment settlement lie in the shortcomings of site clearance and compensation activities. In addition, some construction works and projects are finished but they are not set up in file so as to settle payment in line with the plan.

As for the projects of provincial Department of Training and Education, generally the implementation of these projects in 2006 have some progesses, quick implementatio rate. Some projects which have difficulities in site clearance activities are timely solved such as Vinh An Junior High School project, Vinh Thanh Junior High School project. As a result, these projects have been quickly carried out and finished in time. In addion, investors acitively instructed the project management board of Training and Education Department to cooperate with Bid Consultancy Companies to accelerate the biding processes of some projects scheduled to launch in 2006

In Bien Hoa City, some localities, wards, communes slowly announce the master plan, do not completely fulfill their tasks and functions in land management, local master plan management. This causes much trouble for clearing land, construction sites and introducing construction sites. As a result, some basic construction projects are slowly carried out; the payment and balance are slowly.

Speaking at the working session, leaders of provincial Department of Construction unveiled that in 2006 the Department are assigned to draw out plans for constructions with the budget of 1,715 million VND. Finished construction works in the first 9 months of 2006 is estimated to reach 624 million VND. The total finished construction works of the whole year is estimated to reach 1,503 million VND. Projects launched in 2006 are to draw out master plan for general construction along National Road No.1; to work out master plan for general construction of corridor zone of Ho Chi Minh City – Long Thanh Highway; to adjust the general plan of Nhon Trach industrial zone; to plan for constructng the corridor zones of Dau Giay – Da Lat highway; to make out zone plan of Dongnai province; to plan for new urban city of Long Thanh.

According to the report of Dongnai-based State Treasury, the investment capital payment in the first 11 months of 2006 is slow. 46 of 449 projects scheduled to carry out in 2006 are not been implemented. In 166 projects to draw out master plans, 139 projects do not have enough legal documents to settle payment. In 260 projects prepared for investment, 217 projects do not have enough legal documents to settle payment. In 59 projects prepared for implemented, 18 projects do not have enough legal documents to settle payment.

At the working session, delegates pointed out that investor should actively set up documents for projects so that these projects will be implemented in line with target of the plans. In addition, with the help of Community Supervision Board, local authorities can correctly evaluate the real process of any basic construction works. This board also assists the investors, builders in finding out suitable material, solutions to drainage system, lighting system. This contributes to enhance the quality of construction works.
