On 20th February morning, at the provincial square, the conference of deploying decree no. 136/2007/Nd_CP on exit and entry of Vietnamese was held. The chairman of the provincial people’s committee-Vo Van Mot attended and addressed to start the conference.

Accordingly, all Vietnamese citizens have a right to be issued ordinary passports. Cadres and state officials and employees also have to ask competence bodies to be issued ordinary passports. Procedure of issuance of a passport now is simpler with only one general document of declaration ( can be accessed online or copied) that needn’t to be confirmed by ward and commune police. People who request for issuance of passports can go in person to Division of Entry and Exit (PA 18)- at the Police Office of the province or send files via the post, or authorizing offices with legal entity status. This time, Ordinary passports have valid date up to 10 years and can be used to substitute the I.D in some circumstances.

Decree no. 136/2007/ND_CP includes 6 chapters consisting of 38 articles. this decree has many new regulations on organizing the task of managing exit and entry of Vietnamese citizens, especially simpler regulations on issuing passports, giving a lot of advantage to people and cadres, officials, employees as well as enhance responsibility among units and involving sectors.

Article 4:

1. The following documents shall be issued to Vietnamese citizens for exit and entry:

a. National passports comprising:

Diplomatic passports

Service passports.

Ordinary Passports.

b. Other documents comprising:

Ship’s crew passports.

Border Permits.

Exit and Entry Permits.

Repatriation Permits.

Travel Permits.

2. The period of validity of documents valid for exit and entry shall be as follows:

a. National Passports:

Diplomatic Passports, Service Passports shall be valid for a maximum of five years from the date of issue. Diplomatic Passports and Service Passport may be extended once for a period of up to three years, and extension must be conducted at least thirty days prior to expiry of the passport.

Ordinary Passports shall be valid for a maximum of ten years from the date of issue may not be extended.

b. Other documents:

Border permits, exit and entry permits, and repatriation permits shall be valid fro a maximum of twelve (12) months from the date of issue and may not be extended.

Travel permits shall be valid for a maximum of six months from the date of issue and may not be extended.

Ship’s screw passports shall be valid for a maximum of five years from the date of issue. Ship’s screw passports may be extended once for a period of up to three years, and extension must be conducted at least thirty days prior to expiry of the passport.

Article 10:

Border permits and exit and entry permit shall be issued to Vietnamese citizens traveling to and from countries with a common border with Vietnam, in accordance with the provisions of international treaties of which Vietnam is a member.

Article 11: 

Repatriation permits shall be issued to Vietnamese citizens being Vietnamese residing overseas fro entry to return and permanently reside in Vietnam.

Article 12: 

Travel permits shall be issued to Vietnamese citizens not (within definition of) Vietnamese residing overseas for entry to return and permanently reside in Vietnam in the the following cases:

1.     They are not permitted by the foreign country to live in.

2.     They must return to Vietnam at the request of a competence Vietnamese body but do not have a national passport.

3.     They wish to return permanently to Vietnam but do not have a national passport.
