The conference of plan assignment in 2008

On December 19th morning, the conference of plan assignment in 2008 was held at the provincial Square. Attending the conference were Secretary of the Provincial Party Committee Tran Dinh Thanh, Chairperson of the Provincial People’s Committee Vo Van Mot, Vice-Chairperson of the Provincial People’s Council Huynh Chi Thang, and representatives of the Departments, sectors, units as well as leaders of districts, towns and cities in the province.

At the conference, Director of Planning and Investment Department reported the summing up of performance results of socio-economic target in 2007, and Director of Finance Department reported the performance of budget revenues and expenditures in 2007. Accordingly, the gross domestic product (GDP) growth rate was estimated to increase 15.1% against the last year, exceeding the target of the   Resolution by the Provincial Committee of the Party and the Provincial People’s Council. The industry-construction increased by 16.9%, the service rose over 16.5%, the agriculture-forestry-fishery up 5.2%. The average GDP per capita at current prices was US$1,105, up 14.3% against 2006. The economic structure has shifted positively. The total budget revenues in the provincial area were expected at VND9,917.56 billion, accounting for 100.1%. The total budget expenditures in the localities were VND3,700 billion, making up 102% of plan.

The social targets decreased the natural population growth rate by 1.19%; the rate of communes, wards and townships reaching the standard of junior-secondary education universalization was 56.7%; the poor household rate reduced by 6.83%; the rate of communes and wards reaching the national standard of health was 70%. By the year end, 82% of hamlets and wards and 90% of households were recognized as “Cultural hamlets, and cultural families”.

On the basis of the results attained in 2007, the targets of 2008 were mentioned at the conference. In particular:  the growth rate of 2008 will reach 15.5% over that of 2007, GDP at current prices will be US$3.168 billion; and US$1,277 billion of the GDP per capita; investment attraction will gain US$1.5 billion; the amount of total export turnover will be expected to increase 28%; and the province will strive to achieve the total budget revenues as much as the estimates assigned by the State. As for society, the province will reduce the poor household rate by 4.8%, the natural population growth rate down by 1.16%; and provide employment for 85,000 laborers, etc. On the basis of general targets, specific ones will be directly assigned to sectors and units.
