According to a statement given by Department of Traffic and Transport, there will be nine subsidized bus routes for picking up and dropping off workers in the city. The subsidy level is calculated by a specific flat rate based on turnover. It means that subsidy is the sum of money evaluated by total norm expense subtracting flat rate turnover. Department of Traffic and Transport proposed three subsidy ways: fee of US$0.12 per turn is equal to a subsidy level of US$6.27 per month; fee of US$0.15 per turn is equal to a subsidy level of US$7.8 per month; fee of US$0.18 per turn is equal to a subsidy of US$9.4 per month. Among them, the first way is considered feasible with about US$84,464 of subsidy in total estimated for 9 routes in six trial months.
At the meeting, Le Hong Phuong-Deputy Secretary of the provincial Standing Party Committee said, “That picking up and dropping off workers is done will contribute to traffic jam alleviation in rush hour inner Bien Hoa city. However it is necessary to take notice of benefit of enterprises, because workers use this way due to difference of working time, shifting starting and ending time between enterprises and industrial zones”. He also requested that Trade Union should bring into fuller play its role for this issue, especially propaganda for enterprises and workers. He said that it would be necessary to determine exactly routes, number of vehicles, and suitable time for dropping off and picking up and combine this and bus routes.
The meeting has not fulfilled objectives and got agreements on operation project, route determination, operation mode, subsidy mode.
As reported, the province has 34 industrial zones to date, including 22 operating ones with 335,000 labors in total. Bien Hoa city has 4
industrial zones with 150,000 labors in total. Therefore, picking up and dropping off workers will contribute to traffic reduction in routes as well as traffic safety maintenance in rush hour. Additionally, this is also an assistive method of the province with the aim of alleviating difficulty in workers’ life.
That dropping off and picking up workers is started can encourage them to use public transport to go to work. For the time being, Bien Hoa city has 365 vehicles for picking up and dropping off workers (including 121 buses), transporting about 27,000 workers, satisfying transport need of 20.16% of workers in its industrial zones.
