Announcement on the sixth conference of Provincial Party Committee (Term VIII)

 1/ On the evaluation on goal and task implementation in 2006:

Mr. Tran Dinh Thanh Member of Party Central Committee - Provincial Party Secretary offered Provincial Party Committee’s certificates of merit to Party Committees that accomplished well the missions in 2006.

The conference discusses and agrees on such following matters:

In 2006, in spite of difficulties and changes on the weather, prices, cattle and foal epidemic which have much influence on production and people’s lives, there is the socio-economic development in the province thanks to the initiative and active guidance of Provincial Party levels, agencies and departments as well as the efforts of businesses and people. Significantly, the economic growth rate is 14.3% which is a high percentage; economic mechanism changes in the positive way; industrial and construction density is increased to 57.4% and service density 28.9%; agricultural and forestry density is decreased to 13.7%. The total export turnover increases by 34% which exceeds the goal in the Resolution. The province attracts VND 5,500 billion from domestic investment and over USD 1 billion from foreign investment. The investment capital to develop the society is over VND 15,000 billion which exceeds the goal of the Resolution. Different activities on culture, information and sports make good progress; 75% of quarters gain the title “High academic quarter.” 87% of households get the title “High academic family.” 82,000 laborers are supported to find and have jobs, which exceeds the goal of the Resolution. 53 vocational training courses are organized and the rate of skilled laborers is 34%. The number of poor households (under new provincial standards) decreases by 3,000 units and the rest is only 8.7%, which exceeds the goal of the Resolution. People’s lives continue to be improved and GDP per capita is VND 16 million; the rate of households with the sufficient supply of water and electricity is much more than the previous year. The State system at all levels is more completed, reinforced in the organization and enhanced the operation quality of officials and officers. National defense security remains stable. Public relations of Provincial Party agencies, authorities, Fatherland Front and other organizations have obvious positive changes which orient to physical and spiritual lives of members of organizations and associations and people. Party construction has positive changes and there is 8.73% of new members, which exceeds the goal of the Resolution. Most of Provincial Party levels give the guidance and direction to exceed political tasks in each districts and organizations.

 On implementing Resolution of Party provincial eighth conference and Resolution of the third Provincial Party conference (Term X), Provincial Party executive board sets up and publicizes Resolution on implementing the policy of compensation and support for resettlement, the action plan of the third Central Party Committee Resolution on enhancing the leadership of the Party towards the corruption and waste protection and resistance. There is 11 over 16 Provincial Party bodies who set up and promulgate the action plan and other 5 bodies who has the draft action plan waiting for Party Executive Board’s approval before completion and promulgation.

 In addition to the achievements, some weaknesses still remain as follows:

 The establishment of socio-economic program to effectuate the Resolution of the eighth Provincial Party Conference and of the tenth Party Conference is slower than the Provincial Party Committee’s guidance. Service, trade and tourism activities do not have any new change and strong development, especially high quality services; projects on high tech and clean industry attract few investors. The State management on land has some limits; the environment in some places is polluted but recovered slowly. School reinforcement and the rate of doctors compared with the population are quite slow; the result of the poverty reduction is unstable. The political security and social safety in some places are complicated and have serious crimes, lawsuits and traffic accidents which decrease in the number of cases but increase in the number of deaths. The quality of some organizations and members is limited. The personnel training has some efforts but cannot meet the demand.

 The reasons for these limitations are Provincial Party levels’ loose guidance, lack of the supervision, the officials’ low responsibility and inactive determination to solve the problems.

 2/ On the goal, task and major solutions in 2007:

 In 2007 which is the first year Vietnam performs the WTO’s commitments, it is necessary to increase the advantages and opportunities and repair the protective and solvent measures. The Provincial Party Executive Board discusses and agrees on the goals and criteria in 2007 as follows:

a/ The goals:

 The province will get high and sustainable growth rate, high development quality, strong competitiveness and economic effectiveness. The province continues the movement in economic mechanism orienting on the increase of industrial and service density. The province also actively integrates in the international economy effectively and enhances the socialization of social fields. The province focuses on positive changes in education, development of human resources, health care, technology development and high quality lives. The pollution is reduced and ecological environment is improved. National defense is reinforced and social security is kept stable. The quality of the political system is improved and completed, especially in wards, towns and communes. The province also strengthens administrative reforms, waste and corruption. The public relations increase in quality and change in the activities. The province focuses on reinforcing the clean and strong Party.

 b/ The major targets:

GDP increases by 15% compared to the year 2006. The industrial production value increases by 19.5%, service value by 16.5%, agriculture – forestry – aquaculture value by 5.5%. The export turnover increases by 28%. The budget collection meets and tries to exceed the standard which the Central Party sets up.

The total investment capital to develop the society is VND 20,020 billion which makes up 46.8% of GDP. The investment capital from the privately owned economic sector is VND 7,500 billion and from foreign direct investment USD 1.2 billion. The natural population rate decreases by 1.19%. 85,000 laborers have jobs. The rate of malnourished children under the age of 5 is 16%. The rate of poor households decreases by 7.5%. The rate of households which use clean water is 92% and those who have electricity is 97%. Until the end of the year 2007, the province has 82% of high academic quarters and 90% of high academic families. The province also attempts to achieve the army’s enrollment standard. The new members get 7 – 8%, compared with the total members in 2006. The province tries to have 80% of communists who fulfill the tasks, 85% of clean and strong Party organizations; have the major force of members who makes up 30% of the total and 70% good Fatherland Front and organizations.

 In order to achieve the goals and targets above, agencies and departments have to have feasible measures, define core problems to concentrate on guidance and direction. Every Provincial Party members and leaders of agencies and departments have to be the good sample, enhance the individual responsibility, be close to the lower levels, find out the problems and give the solutions to untie the difficult knots; promote national patriotic movements in the population, offices and businesses. The province tries to achieve the goals and targets of the Resolution 2007 successfully by the Provincial Party Executive Board.

 3/ The Provincial Party Executive Board has approved the examination of the Party in 2006 and the action plan in 2007.

 4/ The Provincial Party Executive Board discusses and agrees on the action plan in 2007 of the Provincial Party Executive Board.

 5/ The Provincial Party Executive Board appreciates the efforts of leadership, guidance and direction of Provincial Party levels in specializing and organizing Resolution 02-NQ/TU of the Provincial Party’s Committee on the tasks in 2006 of the Party and awarding 7 Party bodies for their political task completion in 2006.

 With the new situation and strength and new advantages and opportunities, Provincial Party Executive Board calls all the Party, the army and the population to enhance the solidarity, promote the internal intensity, try the best to fulfill the goals and targets in 2007 successfully.
