Xuan Dinh: a typical model of new rural construction

As one of 18 typical communes chosen to execute the new rural construction in accordance with the Decision 74 of People’s Committee, Xuan Dinh commune (Xuan Loc district) has become one of 3 communes to achieve entire criteria (33/33) for new rural construction. This helps to gradually improve physical and mental life for rural residents and backgrounds.



 

Xuan Dinh is one of 3 communes achieving complete criteria (33/33) for new rural construction among other 18 typical communes.

 

Though the commune is populated with 1,712 households including 9 thousands of inhabitants, there is now no underprivileged household and thatched houses as mentioned in new criteria. With favorable natural resources and large fertile basalt lands for agricultural development, it is, however, difficult for Xuan Dinh to implement new rural construction. In agricultural production, key plants are corn, cassava and sweet potato, etc which have proved to have low yield and productivity. Moreover, infrastructure like electricity, road, school and station is undeveloped. Cultural and mental life of residents is restricted. Given such aspects, the commune has decided to regard agriculture as a key sector to make the best of current favorable conditions. While support policies for new rural construction from the provincial authority should be regarded, the Communist Party Committee and local authority have to enhance the infrastructure development. All of local residents fund 13 billion dongs and thousands of labor efforts to tar and concrete 12.2 kms of rural roads. Till 2010, rural traffic was filled with tar by more than 80% out of main roads. In education sector, residents joined hands to donate 20 billion dongs to build 30 new solid classrooms to meet national standards. Together with investment in infrastructure, local authority encourages residents to be determined to apply scientific and technological advances into production, garden clearance for high-yield plants such as durian, rambutan and hybrid corn, etc.

Complete rural infrastructure is convenient for local traffic and agricultural product transportation and it also expands livestock husbandry farms. This can also help to solve dense population and create balanced residential areas for stricter demographic management. New rural construction is regarded as the regular and affected movement that is able to meet the demands for agricultural and rural industrialization and modernization. Hence, it has been totally agreed by public officers and residents and has been considered as voluntary activity. However, Xuan Dinh’s Party Committee supposed that new rural construction doesn’t mean not only infrastructure development but also the awareness change in new rural construction, which is able to elevate local people’s material and mental life. At present, local authority continues to communicate and raise people’s awareness and multiplies effective models and pays much attention to carrying out the rest of criteria as stipulated in the new code of new rural construction.
