After 3 years, growth rate in agricultural production sector achieves an average of 4.6% |
Provincial People’s Committee reported that, after 3 years of performing the program “3 agricultural objects”, the average growth rate gained 4.6% (exceeding the objectives of 4-4.5% mentioned in the Proposal 97 and the Decision 74); the production value per each land unit in 2008 achieved 41.55 million dong/ha, which was an increase of 57.13 million dongs in 2010 (surpassing the proposed figure by 4.2%); income per capita in agricultural areas in 2008 was 14.16 million dong/person/year. Till 2010, it gained 17 million dong/person/year, increasing 20%/year, exceeding by 10% compared with the proposed objective. Total investment of constructing socio-economic infrastructure in rural areas in the period of 3 years is 2,583.73 billion dong, accounting for 59% out of the aggregate investment for rural areas. With the above-mentioned investment in 3 years, 639 km traffic streets of all kinds, 258 km medium and high voltage electric wires, 157 transformer stations, 573 lighting posts, 1,504 classrooms, 66 health care service stations, 49 cultural and sports centers at communes, 1.8 thousand hygiene toilets, waste water treatment works for animal husbandry, are all renewed, innovated and expanded. The target of poverty reduction has come up with many significant results, which partially contributes to reducing more than 28 thousand of poor households. This results in decreasing 8.59% in early 2008 by 2.93% in late 2010.

Additionally, after 2 years of executing employment training for rural residents in 2009-2010, the province has recruited and trained nearly 117 thousand of laborers, achieving 100.34% compared with the plan. Thus, the rate of trained employees gains 53% (exceeding the proposed targets by 40-43%). The implementation of new rural construction at 18 focus communes has made many positive changes and the mental and physical life of rural residents at these communes has been improved as well. After 2 years, the income per capita increases an average of 23% from 9.35 million dong/person/year (in 2008) to 17.4 million dong/person/year (in 2010).
The program has resulted in the positive changes towards rural faces and economic structure. The conversion of plant and livestock is more and more concerned. Trade, service, small scale industry and agricultural production density tends to decrease. Rural social-economic infrastructure is gradually improved. Health care centers are upgraded, rebuilt to meet the better standards and cultural aspects of mental life for residents. Politic security and society stability are maintained. The awareness of Communist Party and Government’s guidelines and policies from all levels of the Party, local authorities, public officers and various classes of people is raised.

There is now a lack of transforming model of economic structure that is able to push up the agricultural production value. |
However, apart from these achievements, the program still has restrictions such as a lack of typical models that can convert the structure of agricultural and rural economy in the direction of raising the production value of industry, rural and service sectors. Plants and livestock have not been restructured to meet the commodity production demands. Rural infrastructure is unfit for specific requirements. The coordination of such stages as production – procurement – processing and storage – consumption is rare and unsolid. Meanwhile, the planning and implementation at some places are slow and embarrassing. The awareness of residents is indefinite, which distracts the resources from them during new rural development.
The objective and mission for the period of 5 years (2011 – 2015) defined by the provincial authority will focus more on improving the mental and physical life for rural residents and create more positive changes at much difficult areas. 19 criteria in the provincial code of new rural construction at 136 focus communes will be executed. In an attempt by 2015, there will be 24.26% of communes (33 communes) obtaining new rural standards; 11% of the communes (11 communes/136 communes) gets from 13 to 15 criteria; 15% of the communes (20 communes/136 communes) achieves from 10 to 12 criteria.
