In order to improve the Provincial Competitiveness Index (PCI) and attract more investment from enterprises, Dong Nai will issue documents to each department for reviewing, processing and making plans to provide long-term support to businesses.
At the same time, the Provincial Business Support Division will also set up specific support teams dedicated to a particular business entity in order to promptly grasp and remove obstacles in all aspects for enterprises investing in Dong Nai province, especially small and micro enterprises. This is confirmed by Vice Chairman of the provincial People's Committee Tran Van Vinh at the conference on PCI evaluation organized by the provincial People's Committee in cooperation with the Vietnam Chamber of Commerce and Industry (VCCI) on April 4th.
In 2016, according to VCCI's announcement, Dong Nai ranks 34th out of 63 provinces and cities in the PCI rankings. Based on the assessment indicators, Dong Nai's main factor attracting major investors is its infrastructure, because Dong Nai is the province that has the best infrastructure in the country. However, the quality of management, especially the attractiveness of hospitality, the convenience of administrative procedures, the quality of public services have not been appreciated by businesses.

From the above findings, VCCI has made suggestions for Dong Nai to raise its PCI, attracting more investment from businesses. For state agencies, an equal business environment should be created for all sectors of the business. Specifically, there should be a mechanism to support enterprises in access to information, supportive policies, access to land ... especially for small and micro enterprises; strengthen the effectiveness of administrative procedures reform, especially in the fields of fire prevention, tax, land, social insurance ...; at the same time, reduce the burden on enterprises during the inspection process; improve the quality of labor resources, especially high quality workers and business support services.
For the business community, it is necessary to timely update information on policies and laws. Actively explore the market and consumers’ trends. In addition, businesses should actively and timely report difficulties and problems to the State agencies to contribute to the completion of policies.
On the basis of recommendations from VCCI, Vice Chairman of the Provincial People’s Committee Tran Van Vinh requested departments to urgently clarify policies and regulations for enterprises to update. At the same time, there must be periodical reports on difficulties and obstacles concerning investment and business encountered by enterprises in order to promptly remove them.
