On May 15, Dong Nai Center for Public Administration will officially come into operation (on the sixth floor of Sonadezi tower, near Vung Tau intersection, An Binh ward, Bien Hoa city). All departments have been prepared for the relocation of the one-stop service to the Dong Nai Center for Public Administration.
Up to the present, Dong Nai Province's Public Administration Center has basically completed its facilities, equipment and machinery, network connection and software installation. One of the breakthroughs in the center for public administration is to promote the application of information technology in solving administrative procedures for people and businesses.

* The application of zalo in administrative reforms
Deputy Director of the Department of Information and Communications Le Hoang Ngoc said that Egov software has been installed and the Center has conducted a trial run across the system on May 7. Egov software integrates all public administration procedures of all departments from construction, land to business registration, issuance or renewal of driver's license. The software system links the administrative procedures among departments, or from commune and district level to provincial level to help people and businesses not have to spend so much time travelling to many places. At the same time, Egov software also facilitates the control of the administrative procedures of all provincial level units in a timely manner according to the process.
According to Le Hoang Ngoc, the Department of Information and Communications also cooperated with social network Zalo to provide public administrative services to help people and businesses look up information on administrative procedures under the jurisdiction of the province; you can track the application status by sending free messages via Zalo. When the application is processed, apart from the SMS by telephone system, Zalo also sends the results of the application and inform the people and businesses to collect it. In the future, the province will deploy electronic payment on Zalo for online public services at level 4 through online procedures.
* All departments are well prepared
Director of Department of Planning and Investment Cao Tien Dung said that, the department has completed the preparation to relocate the one-stop service unit in Quyet Thang Ward (Bien Hoa City) to the Dong Nai Center for Public Administration according to the general policy of the province. At the center there will be a separate section for the unit to directly consult and support the business. "We are reviewing procedures connected to organizations of vertical levels and relevant units before submission to the provincial People’s Committee for comments on the deployment when the Center for Public Administration is officially put into operation. In the first period, there will be a Deputy Director of the Department who will work directly at the center to promptly resolve any arising problems, "Dung said.
Deputy Director of Department of Transportation Tran Van Quan also said that all administrative procedures of the department, such as granting, changing driver's license, changing vehicle registration name, granting transportation business license. ... will be all transferred to Dong Nai Center for public administrative. However, the department still assign officers to Long Khanh Town and Long Thanh, Trang Bom districts to settle procedures for granting and renewing driver's licenses to support people in remote and isolated areas. The Department also assigned the Dong Nai Public Transport Management Center to work with transportation companies to connect the bus route from the inner city via An Hao Bridge to the Dong Nai Center for Public Administration.
According to Director of the Department of Labor, War Invalids and Social Affairs Huynh Van Tinh, all administrative procedures at the department's one-stop service unit will be transferred to Dong Nai Center for Public Administration. The unemployment social procedure will still be settled at the Dong Nai Center for Employment due to high demand. At present, the department has coordinated with relevant departments to configure the process of solving the applications on the system. "Personnel is not a major concern, but at first there will be professional difficulties because the one-stop service unit is located within the department, it is inconvenient to run back and forth to consult with specialized divisions. If the unit is transferred to the Center, the way of working will definitely be changed, there should be a coordination mechanism between the one-stop service unit and specialized divisions to serve people faster and more effectively and at the same time promote the online settlement of applications... "- Mr. Tinh said.
