3 alternatives to conversion of Bien Hoa Industrial Park 1

On May 11, Vice Chairman of the Provincial People's Committee Tran Van Vinh had a working session with with Sonadezi Industrial Park Development Corporation (Sonadezi) and related departments on the project of transforming Bien Hoa industrial park 1. At the meeting, Sonadezi presented 3 alternatives and collected the comments from departments.
 

 In order to transform Bien Hoa Industrial Zone 1 into a modern commercial center with integrated infrastructure, the requirement for the project is to adjust the planning in line with the actual development situation in the area.

 
11,500 billion dong for the conversion of functions
 

 According to Deputy General Director Sonadezi Tran Thanh Hai, the planning of Bien Hoa city has identified the existing Bien Hoa Industrial Zone I as a new urban development center. This is an important traffic hub linking Bien Hoa with neighboring areas, so it is necessary to transform the industrial zone into an urban service - trade area.

A number of connected infrastructure projects such as QL1, QL51, Metro Railway, Bien Hoa-Vung Tau Expressway ... have been built to facilitate the conversion of Bien Hoa Industrial Park 1  into a trade - service center of TP. Bien Hoa in particular and Dong Nai in general. Implementing the provincial direction on the relocation and conversion of functions, Sonadezi has developed a project on the entire area of the existing Bien Hoa industrial zone I with the area of 324 hectares. Estimated capital for the conversion project is VND 11,364 billion, of which the compensation for ground clearance is nearly VND 4,500 billion and infrastructure cost is about VND 1,800 billion.

According to the Sonadezi project, there will be three options for arranging and organizing the layout of residential land, land for trade, services and administrative centers ... More specifically, in the option 1 there is residential land, residential land combined with trade and services with the area of about 114 ha (accounting for 29.7%), public service land of nearly 99 hectares, transport land of nearly 62 hectares, and the rest is land for greenery, tourism and education. In option 2, the area of residential land combined with trade and service is reduced to 25%, while land for public service and administration is increased from 30% (as in option 1) to 35%. In option 3, the area of residential land in combination with trade and service is reduced to 22%, while public and service land and administrative land is increased to 37% of the total area. "Compared to the previous planning, there are many changes, including the need to allocate land for public administration, Sonadezi will soon complete local planning adjustments and submit to PPC for approval. In order to ensure the financial feasibility, Sonadezi recommends the province allocate budget capital to support compensation, site clearance and investment in infrastructure in correspondence to the administrative land area in the urban service - trade area which is being adjusted, "Hai said.

Pay attention to connected infrastructure

Deputy Director of Department of Transportation Tu Nam Thanh said that according to the existing plan, the proportion of land for traffic after the conversion of functions is 19% of the area. Meanwhile, Bien Hoa Industrial Zone 1 will become an urban service - trade area with a large population in the future. Therefore, it is necessary to increase the land area for public transportation. In addition, it is important to study the layout of parking lots, the parks interspersed with trade-service center. "An important issue is that in the future, the roadway along Cai river will be the route to the center “awakening" a whole riverbank of Bien Hoa city. Therefore, in the conversion plan of Bien Hoa industrial zone 1, the issue of centripetal connection traffic through this route needs paying special attention," Mr. Thanh suggested.

Agreeing on the above opinion, Secretary of the Party Committee of Enterprises Truong Van Vo said that Bien Hoa urban service-trade area 1 must have modern and synchronous infrastructure in accordance with the criteria of a smart urban area. In addition to being conveniently connected with the planned Metro line, it is also necessary to be connected with An Hao Bridge through Hiep Hoa Island to establish a complete urban chain. Due to the desired purpose to converse Bien Hoa Industrial Zone 1 into a large-scale urban service - commercial complex, the construction of works must facilitate the attraction of investment. . "The goal is to make this place a commercial city, so development services need to be prioritized for commercial purposes, thereby creating motivation to attract investment in high quality services and trade in Bien Hoa." He proposed.

For the need to adjust the plan for the conversion of functions, Vice Chairman of the provincial People's Committee Tran Van Vinh agreed with the opinions of departments and sectors on the solutions to develop Bien Hoa Industrial Zone 1 into an intelligent market with convenient transportation connection and synchronous infrastructure. In order to be able to complete the project soon, Vice Chairman of the provincial People's Committee assigned Industrial Park Authority in cooperation with Sonadezi to review the operation of existing enterprises in Bien Hoa Industrial Zone 1. Expired land lease will not be renewed and will be withdrawn. In addition, businesses operating on land during lease period need to have appropriate relocation plans. Vice Chairman of the provincial People's Committee recommends Sonadezi should soon complete the proposal to submit to the provincial People's Committee for approval for the selection of conversion alternatives.
