On April 14th, 2016. Chairman of Provincial People’s Committee – Mr. Dinh Quoc Thai chaired the meeting with Bien Hoa City People’s Committee do discuss about the socio-economic development status in quarter I and carry on key mission in the near future.
According to Bien Hoa City People’s Committee, in quarter I, socio-economic development of the city continued to grow with positive transformation. However, according to Chairman of Bien Hoa City People’s Committee – Mr. Pham Anh Dung, the city still faced some difficulties that needed support and supervision from Provincial People’s Committee and Departments. Accordingly, After being recognized as A Provincial Class 1 City by the Prime Minister, in the end of 2015, Bien Hoa city really increased the demand on urban facilities investment, including many urgent projects that went beyond city budget capability. In addition, the operation mechanism in many fields still faced difficulties due to limitation in decentralization. In that situation, in order to facilitate the city in improving operation, socio-economic development management quality. Bien Hoa also proposed some Bien Hoa City’s characteristic mechanism and policies to Provincial People’s Committee for approval.

At the meeting, the Chairman and leaders from departments answered to Bien Hoa City’s proposals and recommendations and the Chairman requested Bien Hoa city to soon complete all the tasks, in which, investments for social infrastructures and especially technical infrastructures to be priorities to worth the recognition of a true Class I City with standard quality road and metro systems…
About financial mechanism, the Chairman managed Department of Finance and Department of Taxation to recheck plans to actively increase the city revenue. Provincial People’s Committee also approved the proposal on removing late night classes and soon to prioritize capital for Bien Hoa city to implement this mission.
The Chairman stated that the important mission of Bien Hoa city was to increase annual revenue with stable capital from manufacturing and businesses. In order to do that, basically, administrative revolution needs to be enhanced to facilitate enterprises operation. Provincial People’s Committee to be ready to maximize the decentralization in Bien Hoa city, but the importance is the city shall be fully capable of undertaking this. Relating departments and offices shall soon implement the decentralization in Bien Hoa city in the near future.
About personnel, Bien Hoa City People’s Committee shall review the current tasks and missions to consider whether to increase or reduce personnel in any stages, therefrom Department of Homeland Affair shall give solution. The Chairman specially noted that the Government was undertaking to reduce 10% of personnel every year, thus, Bien Hoa City Peole’s Committee shall pay more attention to improve personnel quality, ensure a friendly – professional - responsible personnel, which is the first step to work efficiently.
