Administrative reform to begin from human factors

With high political determination to efficiently carry on administrative reform (AR) which focuses on provincial administrative procedure reform (APR), in his ultimate speech at the 4th conference of Provincial Party Executive Board term X, Provincial Party Secretary – Mr. Nguyen Phu Cuong highlighted: “I recommend that after this conference, all delegates in the Executive Board to agree with me that, definitely from now on, those who make it difficult on people, organizations, enterprises shall be replaced immediately, notwithstanding departments’ chief officers, districts’ chairmen…​


Administrative Procedure Reform Effort
It is to confirm that Dong Nai is one of the provinces to have the most positive actions and efforts in administrative reform, especially the APR. Until now, the modern one-stop-shop and inter one-stop-shop mechanism have been widely carried on and to be on the first step to prove their efficiency I all district, commune level People’s Committee, Departments and Offices in Dong Nai. During the one-stop-shop mechanism process, there were still some local feedback about some specific technical difficulties in and the departments were currently completing the mechanism for the best service for individual and enterprises.
The effect from the APR shall be presented firstly in the judges from individuals and enterprises on how the Departments solve their difficulties. Most people said that the administrative procedures are more and more convenient and save more time. APR also help creating a comfortable environment to selectively attract investments. In quarter I, provincial FDI was 2 times more and domestic investment attraction was 4 times more than the same period last year. At the same time, provincial competitiveness increased 5 places higher than last year. These numbers somewhat present the positive results of the APR.

Bien Hoa is one of the cities to raise serious concern about APR, especially after being recognized as a Class I City. Mr. Le Van Danh – Secretary of Bien Hoa City People’s Committee said: “Bien Hoa held a conference about APR presenting 30 wards and communes in the city. According to the wards and communes’ comment, the difficulty in applying one-stop-shop mechanism in administrative procedures is in the software system and staffs’ experience. About the software issue, the city contacted Department of Information and Telecommunication for inslating and synchronizing  all software from city level to ward and commune level to be compatible in updating information” The city also requested City People’s Committee to  have fully functioned and good performance computer sets equipped for supervising and information technology application”. Mr Secretary recommended all departments and offices to strongly review to simplify the administrative procedures (AP), including inter-AP also. About the AP with resolving time limited, to review recommended to minimize the time; to enhance decentralization and authorization among localities to resolve AP with more convenience for individuals and enterprises.
Beginning from human factors
Reviewing the AP to simplify it and remove unnecessary procedure is one of the important solutions in APR. However, Provincial Deputy Secretary – Ms. Phan Thi My Thanh said: No matter how careful the procedure review is, without the human factors – working moralities, all reforms shall be useless. I recommend all district level Party to thoroughly solve the human factors to have personnel who to work with their responsibilities and especially with their moralities. A complete human factor shall lead to a complete AR and APR to be the key.
Working on the APR, Secretary of Long Khanh District – Mr. Nguyen Van Nai said that in order to have an effective method, we firstly shall focus on reforming staffs and after that consolidate the other factors; if a staff is not serious and exemplary in the job, he is not qualified to serve. Proficiency is also one human factor. Secretary of Xuan Loc Commune – Mr. Pham Van Thuan said that the commune had just had quarter I partial sum up about their AR status, including focusing on review difficulties and limitation especially in staff proficiency, gathering the creative ideas for AR. Monthly, the commune hands over the gathering work to timely update the information then timely readjust the staffs’ serving style in district level departments and offices.
About resolving the AP, Secretary Nguyen Phu Cuong noted the local departments about the fact that there were still many unclear issues between superiors and subordinates. Accordingly, there were many procedures and files proposed by subordinates to superiors, superiors then returned the file commenting that they were not complete but gave no direction on how to complete them. The superiors’ responsibility in governing is to appoint experts to assist subordinates but there are situations that there is no assistance to be made, which put the “propose and return song” on the loop and cause the continuous delay. Mr. Secretary said: “I recommend that after today (April 8th, the closing date of the 4th conference of Provincial Party Executive Board term X), our system shall spare no mercy to any officers, Party members, including high-rank officers, leaders who work in AR especially in APR to have any act of grabbing money from citizens and enterprises to get the job done quickly. Those are unacceptable and shall be removed from the system”
Summing up solutions for AR
Taking command on implementing the upcoming mission, Mr. Nguyen Phu Cuong highlighted: Provincial departments and localities shall focus on finding and applying solution for AR and especially APR. The reform shall be implemented from Provincial level, Provincial People’s Committee to commune level, ward level and to grassroots. Shall any officer and staff who make it hard on people, enterprises, and lack of working experience be considered to be replaced. Human factors are the key. Unqualified people shall not work it right. This idea may offend some individuals in the systems, including officers and staffs in charge but for a better AR, better service, this should be done!
