On May 4th, Standing Members of Provincial Party Committee had a progress meeting to discuss the socio-economic status over the first 4 months of 2016 and find solution for some difficulties to enhance the provincial competitiveness and and support the enterprises’ development.

According to Provincial People’s Committee, the provincial economic development over the first 4 months was fairly good. In comparison to last year, index of industrial production increased 8.4%; services and retail revenue reached 44.1 trillion VND (increased nearly 12%); consumer price index of the 4 months increased only 1.6%; export turnover increased nearly 5% and Dong Nai continued to have the surplus value of 644 million USD accounting for 40% of domestic surplus. Over 28.6 thousand labors employed in the first 4 months and nearly 16.8 thousand labors receiving vocational training.

ELIMINATING LICENSES FOR SPECIALIZED OPERATION
Over the past time, license for specialized operation has been a huge barrier causing a lot of difficulties in the operation of domestic enterprises. Thus, in the recent online conference with Prime Minister Nguyen Xuan Phuc, many enterprises recommended to eliminate license for specialized operation to operate more conveniently. At the meeting on May 4th, Deputy Chairman of Provincial People’s Committee – Mr. Tran Van Vinh requested Departments to eliminate all license for specialized operation requirements to facilitate enterprises operations. “Perhaps licenses for specialized operation is no longer suitable with the new regulations, all departments shall have complete search and eliminate all of them. At the same time, continue the public administration reform, reduce time and cost for the enterprises” – said Mr. Tran Van Vinh.
According to the evaluation from Vietnam Chamber of Commerce and Industry (VCCI) on the provincial level of competitiveness, in 2015, Dong Nai ranked 37/63 provinces, increased 5 places. However, Dong Nai underestimated the index of transparency and the land access cost. That is also one of the obstacles that prevent domestic enterprises from develop and decrease investment attraction capability. “The index of transparency and the land access cost are still low, which mean there are still officers who make it difficult on the enterprises. So in the near future, the Province shall co-operate with localities to review and strictly penalize all individual who still make it difficult on enterprise, to make an friendly effective business environment and increase competitiveness of the province”. – said Mr. Nguyen Phu Cuong.
According to VCCI, among all enterprises investigated by VCCI in Dong Nai, there were 85% of which to express their difficulties in progressing administrative procedure on land. The enterprises complained about the actual time to process land records was usually longer than the listed time or the time in specified documents.
ENVIRONMENT IS THE TOP PRIORITY
Dong Nai province determined the environment to to be the top priority. Thus, in the last 4 years, Dong Nai refused any projects which had pollution risk. Beside of ordering every industrial zone (IZ) to have convergent sewage treatment plants, Dong Nai also implement drainage projects outside the IZ. “Avoid industrial sewage from flowing through residential, livestock and seafood areas! Be equal in investment attraction and always set the environment to be the top priority!” – said Mr. Tran Van Vinh
According to Mr. Ly Thanh Phuong – Deputy Director of Department of Construction, capital for the drainage projects outside the IZ was fully gathered by the province and the construction were expected to be completed by the end of 2016. Mr. Nguyen Phu Cuong – Provincial Party Committee Secretary ordered all the enterprise to take part in protecting the environment inside the IZ and industrial complexes.
