Focus resources on infrastructure

Resolution of the Provincial Party XI stated that in the period of 2011-2015, Dong Nai had a breakthrough in improving the infrastructure to upgrade the technical infrastructure to meet the requirements of socio-economic development.
The investment over the past 5 years has made positive changes in overall technical infrastructure.

 


The breakthrough in the technical infrastructure of the province between 2011 and 2015 focus on key areas, namely, transport, water supply, sewerage and wastewater treatment for municipalities. These are the "hot" areas in the province, which have a direct impact on the local socio-economic development.
 
Connecting routes
 
In the past 2 years, various foreign investors have invested in province, along with the expansion of projects with huge capital. For instance, the Hyosung Group ehanced its investment in Nhon Trach 5 industrial zones (IZ ) up to USD 660 million. Attracting investment has always reached high level to improve investment in infrastructure, especially in connecting the synchronous transport system to meet the needs of investors. Investors also commented on this issue clearly. Mr. Gian Chi Minh, Chairman of Taiwan Trade Association, Dong Nai Association, CEO Ho Team Co., Ltd (Tam Phuoc Industrial Zone), shared with provincial leaders that the better improvement of Dong Nai transport infrastructure will be an opportunity to welcome foreign investors.

Resolution of the Provincial Party XI stressed that, in the period of 2011-2015, the investment in infrastructure development is "The transport routes connecting to the urban areas and industrial zones mainly in the province, to connect routs with highways; and to develop rural infrastructure to serve the agricultural and rural development, particularly in new rural communes".
 
For the past 5 years, a series of important transport projects in the province and central government have been invested and upgraded, including newly constructing bypass in Bien Hoa city, upgrading Highway 1 cross Trang Bom - Phan Thiet and Highway 20, expanding Highway 51, building new Dong Nai bridge, overpass Vung Tau crossroad intersections, overpasses Amata intersections, Tam Hiep tunnel, as well as put the Ho Chi Minh City - Long Thanh - Dau Giay Expressway and Ben Luc - Long Thanh Highway in to operation.
 
Despite difficulty in capital investment, the provincial authority has allowed to implement various projects such as route 767 (from 1A Highway to Vinh Cuu district), route 768 (from Bien Hoa to central Vinh Cuu district), route 769 (Cat Dau intersection to Cat Lai, Nhon Trach district), 319 intersection (Nhon Trach), Hoa An bridge (Bien Hoa City), Road No. 10 from the administrative center of Cam My district to bordering Long Thanh district, Hoa An Bridge (Bien Hoa City), extended route 319 and freeway interchanges with Ho Chi Minh City - Long Thanh - Dau Giay Highway. The projects will be conducted in near future such as An Hao bridge (Bien Hoa City), Road 25B (from Highway 51 to Road 319), Road 765 (Xuan Loc district).
 
According to Mr. Le Quang Binh, deputy director of Dong Nai Department of Transport, in recent years, the province has had each project invested in a capital of VND thousands of billion each project while the budget is very tight. Many projects have to call for investment in BOT (Build, Operate and Transfer). The most evident transformation in recent years is investment in infrastructure in rural areas.
 
Pouring foreign capital for infrastructure of water
 
In last June, Dong Nai Water Supply Joint Stock Company launched a groundbreaking ceremony for the Thien Tan water supply system project in Phase 2 with a capacity of 100 thousand m3 / day. This system aims to provide clean water for the daily life and production of the industrial zones in Bien Hoa; Residential Thanh Phu, Phu Thanh Industrial Zne, Vinh Cuu district; other residential areas and industrial zones locating along Highway 1 across Trang Bom district.

Mr. Vu Van Hoc, Chairman of Dong Nai Water Supply Joint Stock Company, said that all operating and investing projects are at good tempo. Up to now, the Thien Tan water supply project in Phase 1 has had a total investment of nearly USD 40 million, while the South Korea's ODA of USD 26 million was nealy paid. The project in Phase 2 will have a total investment of USD 1,277 billion, including USD 41 million from South Korea.
 
Earlier in 2014, the investor, Dong Nai Water Supply Joint Stock Company, has also put Nhon Trach Water Plant Phase 1 with a capacity of 100 thousand m3 / day in operation. The water supply system has improved water sources and provided for many investors in industrial parks along Highway 51 and Nhon Trach district. The project has a total capital of VND 2 trillion of ODA from JICA (Japan). According to the Dong Nai Water Supply Joint Stock Company, Phase 2 of the project is also being prepared for construction. Water plant with a capacity of 100 thousand m3 / day has the total investment capital of more than VND 3,567 billion, including 85% from JCA’s ODA, Japan (about VND 3,032 billion).
 
According to calculations of Dong Nai Water Supply JSC, when all 4 systems will be operated synchronously, they will supply 60% of domestic consumption and production of the province. Recently, investment in water supply is quite strong in accordance with the resolutions. Many residential areas and industrial zones, as well as people no longer have to use water from well as before.
 
 
While the water supply system is being invested strongly the drainage system has not reached desire yet. The total catchment area which is controlled drainage increased 636 hectares. However, the largest drainage and domestic wastewater treatment projects in Bien Hoa City have not to be implemented yet as the ODA of VND 12 trillion from Japan has not been signed. According to the Centers drainage (under Department of Construction) - the project investor, the main cause is unified plan for construction.
