The economy saw a relatively good growth Deputy Director of the Department of Planning and Investment, Mr. Phan Minh Thanh said that for the first 9 months of 2015, although there were many obstacles, the province’s socioeconomic situation continued to grow stably thanks to the direction and management of the provincial leaders and the efforts of all departments, enterprises and all people of the province. Accordingly, the gross provincial product of the first 9 months reach 48,000 billion dong, increasing by 11.3% over the same period last year. In which, service sector saw the fastest increase with 14.5%, industry – construction section increased by 11.5%; agriculture – forestry – irrigation sector increased by 3.6%.
Foreign investment attraction far exceeded expectation. Accordingly, up to the present time, the total amount of newly registered capital reached more than 2 billion USD, increasing by 120% compared to the year’s plan, and by 65% over the same period, reaching the highest point ever. Until mid-September, there were 1,500 FDI projects with the total investment capital of 28 billion USD in the province. Domestic investment attraction also saw a good result with the total investment capital of 8 billion dong, meeting 89% of this year’s target, increasing by 2% over the same period. According to Mr. Phan Minh Thanh, the result of FDI and domestic investment attraction saw a relative good increase thanks to the extra supports, regular meetings and timely solutions to enterprises’ obstacles in terms of: tariff, customs, access to capital and deployment of new policies. Additionally, all departments and sectors provided enterprises with supportive programs such as: the Department of Science and Technology deployed corporate supportive program in terms of intellectual property, advanced management system establishment and application; the Department of Industry and Trade continued to deploy the Small – and medium - size enterprise development Project…

Ex-import sector also saw a relative good increase. Export turnover of the first 9 months reached more than 10.8 billion USD, increased by more than 11% over the same period last year. Some export categories witnessed a sharp increase such as: agricultural products by 13%; aquatic products by 12.9%; light industrial products and handicrafts by 11.4%... The export focused mainly on traditional markets including: the US, Japan, Korea, Hong Kong, Germany, and the ASEAN members. These export categories increased thanks to the increase in export unit price. Moreover, the economy is on a steady recovery, which led to the significant increase in export enterprises’ orders.
Budget revenue also achieved relative good results. The total budget revenue reached nearly 28,000 billion, increasing by 9% over the same period and reaching 70% of the adjusted estimate. In which, domestic revenue reached 17,000 billion dong, increasing by 17% over the same period last year and reaching 75% of the estimate; export revenue reached 9,400 billion dong, reaching 66% of estimates, which was equal to 97% of that over same period last year; public lottery revenue reached more than 1,000 billion dong, increased by 16% over the same period last year and by 5% compared to the estimate. Early this year, Tax sector paid more attention to directing budget revenue, requiring all units to work closely on tax collection to well manage the budget revenue; at the same time, cooperating with relevant sectors to provide supports and create favorable conditions for tax payers to develop their operation and promote business, contributing to budget revenue.
The commodity market of the first 9 months in the province remained stable. The total retail sales of consumer goods and services reached 91,000 billion dong, increasing by 11% over the same period last year. Consumer price index increased by 0.47% on average. The market remained stable without price fluctuation. Price stabilization was deployed thoroughly, which brought positive effects.
Social security was ensured
Social security caught the attention and was well implemented. Particularly for the first 9 months, 72,000 jobs were created, meeting 80% of this year’s plan; 47,000 people received vocational training, in which 41,000 graduates granted certificates of primary vocational training, increasing by nearly 4% over the same period last year. Localities in the province paid great attention to and implemented proper policies for 55,000 individuals who contributed to the country and 65,000 social welfare beneficiaries.
Education and health sectors witnessed positive changes. The result of national high school exam 2015 showed that nearly 92% of high school students passed the exam. In the province, there are 221 national standard schools over the total number of 736 ones, increased by 21 schools over the same period last year. It is targeted to finish the universalization of preschool education. Health sector focused on improving disease prevention and treatment. Such diseases as hand, foot, mouth and measles decreased in number of cases over the same period last year. National target programs such as: expanded immunization, malnutrition prevention, cancer prevention… were deployed and implemented as scheduled. However, dengue has been getting complicated, the number of infected cases doubled the number recorded over the same period last year. The sector improved preventive measures by focusing on raising local people’s awareness about dengue prevention and larvae and mosquito elimination on a large scale… National defense and security, political security and social order were properly deployed and implemented.
Speaking at the session, Chairman of the Provincial People’s Committee Dinh Quoc Thai highly appreciated the achievements of socioeconomic development for the first 9 months of 2015, creating an important prerequisite for achieving the targets and implementing the plans in 2015. With the efforts of all departments, sectors, localities, enterprise community and the people of the province, the Chairman of the People’s Committee strongly believed that the whole province would achieve and exceed all targets set out in the Resolution. At the same time, the Chairman of the People’s Committee emphasized that, for the last few months of the year, all departments, sectors, localities should continue to support and create favorable conditions for enterprises and production facilities to develop their business and operation; urgently inspect and review all capital construction investment projects of investors and provincial and municipal level for proper adjustment and progress acceleration; intensify inspection and control to prevent tax revenue loss; inspect and review all trading activities and market management especially at the end of the year. At the present time, our province in particular and our country in general is integrating deeply into the world’s economy, one of the worrying problems is the competiveness of agricultural products, the Department of Agricultural and Rural Development has come up with particular plans to create favorable conditions for farmers and enterprises to develop and improve their products’ competitiveness. Continue to implement administrative reform at agencies, units and localities to improve the investment environment; implement social welfare policies, ensure national defense and security and social order.
