Developing synchonous infrastructure to attract investment

For the past 5 years, although the annual investment budget of the provincial has been limited, the program of developing the local technical infrastructure has mobilized nearly VND 10,893 billion, reaching over 74% of the set target. The achievements of investment projects in three areas: transportation, water supply and drainage - municipal and residential wastewater treatment, have created favorable conditions for socio-economic development, especially, in rural areas and contributed greatly to maintaining the investment environment of Dong Nai.​


Transport infrastructure flourishes
In the period of 2011 - 2015, transport infrastructure is a sector that accounts for nearly 80% of the total funding of the provincial development technical infrastructure program. The total investment capital is over VND 8,313 billion. In addition to mobilization from the provincial budget, with support from central funds and socialization resources, the development of transport infrastructures program in period of 2011 - 2015 has focused investment in tranferring and key projects, including transport links to connect with urban areas and industrial zones in the province, the traffic routes to connect with the highways; and developing rural infrastructure to serve the agricultural and rural development, particularly in rural newly typical communes.
Specifically, after 5 years, the province has implemented 24 projects from the provincial budget, including 15 projects are completed and 9 projects are being implemented.

Along with the provincial budget, the province focuses on mobilizing all resources for investment in transport infrastructure in accordance with the BOT, BT, ODA. Specifically, three projects implemented under the BOT, BT have basically completed, including Hoa An bridge(BT); Highway 1A, the bypass in Bien Hoa city (BOT) and overhaul upgrading roads DT768 (BOT). The expansion Road 319 project to the Ho Chi Minh City - Long Thanh - Dau Giay Epressway has been lauched in accordance with BOT. In particular, the ring road 3 in Ho Chi Minh City (from District 9 cross Nhon Trach district) has been prepared to deploy from South Korean ODA. Currently, three other projects have been registered by investors, including Road No. 10 from central Cam My district to Highway 1A; Inter-port road project in Nhon Trach district and road No. 10 from boundary Cam My and Long Thanh districts to the intersection of Provincial Road 769 and segments from Central Cam My district to Highway 1.
Several other projects are also being introduced to investors in order to help reduce the provincial budget. Besides the projects have been planned in the portfolio, in the period of 2011 - 2015, the provincial authority has mobilized business capital investments in roads connecting with residential areas and urban areas which are being built, such as road Long Hung - Phuoc Tan with a length of approximately 2.6 km, road No. 2 with a length of approximately 6.6 kilometers.
A glorious investment in transport infrastructure development for the past 5 years is the strong investment in rural roads across the province. Specifically, many localities have mobilized resources and advocate in civil socialization, which is supported by the residents. Over VND 602 billion contributed by the people, reaching more than 121% against the plan, along with capital investment budget, is spent on upgrading, repairing more than 910km of rural roads in the province, contributing to increasing the number of new rural standard communes compared to the objectives of Resolution of the Provincial Party and the province.
Focusing on investment in rural roads, two local districts of Dong Nai have been recognized as the first localities achieving the construction of new rural areas across the country. It is expected that many other districts will achieve the targets.
Highway 1 is upgraded more spaciously
Another highlight of the transport infrastructure for the past 5 years is that the provincial highway system has been initially formed as Ho Chi Minh City - Long Thanh - Dau Giay highway, the modernest road in Vietnam, an important segment of the planned North - South highway, puts into operation. Ben Luc - Long Thanh Highway has also conducted a number of bidding packages in Nhon Trach district and is expected to be completed within 3 years later. In the near future, the system of the highway will be covered with glands of Tan Van - Nhon Trach; Dau Giay - Phan Thiet; Dau Giay - Lien Khuong; Bien Hoa - Vung Tau, making Dong Nai become the largest transportation hub in southern region. The highway will create a new face for transport infrastructure and regional links between Dong Nai and Ho Chi Minh City with other provinces in the region strongly.
In parallel to the highway, the other important roads like Highway 1, Highway 20, Highway 51 and provincial road network have completed the upgrade serves freight traffic north - south and with Highlands region. Dong Nai Port is being expanded investment phase 2, the handling capacity has been improved to serve the import and export of goods. Looking ahead, the railway section north - south through the province will be upgraded and renovated to meet the needs of freight and passengers for the future.
According to the Deputy Secretary of the provincial Party Committee, Chairman of People’s Committee Dinh Quoc Thai, many foreign enterprises learning about Dong Nai care about its transportation infrastructure system. In fact, the advantages of transportation make Dong Nai become an important destination of investors.
 
Efforts to mobilize investment capital and technical infrastructure
In program of developing technical infrastructure in the period of 2011- 2015, the water supply has been recognized as an effective sector than expectation. Specifically, a total investment of implementing water suply sector reached VND 2,300 billion, exceeding nearly 87% compared to the set target, raising the total water supply capacity of 120,000m3/day. The main course is the favorable disbursement of ODA. Currently, the plant systems providing fresh water for people's life and production in industrial areas have been gradually improved. Besides a large number of plants as Thien Tan water plant, Nhon Trach water plant (both in phase 1), all localities have clean water, putting the current water supply capacity upto 300,000m3 / day . Thien Tan water plant phase 2 has been deployed from ODA loans of Korea, followed by the Nhon Trach water plant and other plants. Thus the targets by 2020, total water suply capacity of 1 million m3 / day is feasible.

Highway 1 is upgraded more spaciously
In the field of sewerage and waste water treatment, despite many attempts, the reality has been not satisfactory due to congestion in the capital. The total investment is VND 247,5 trillion, just reaching over 11% of the plan. The main reason is that the drainage and wastewater treatment projects in Bien Hoa city have not been signed the financing agreement with Japanese ODA. Thus they have not been implemented. However, in an effort to arrange funds, the province has implemented the construction of wastewater treatment plant No. 1, phase 1A with a capacity of 3,000m3 / day. Besides, the task relating to legal loans for Bien Hoa drainage project is expected to be signed soon to clear the capital and put the project into implementation.
