To carry out the policy on administrative reform with the target of state administration modernization, contributing to boosting socio-economic development, many agencies and units in Dong Nai province have actively applied IT to administrative reform in the past time.

Application of IT to administrative reform in the Department of Science and Technology

 

According to survey figures released by the Department of Post and Telecommunications, in 34 administrative units in Dong Nai province, there were 63 host computers, 1,839 desktop computers, 128 laptop computers, accounting for 60% of computers over each cadre and civil servant; and around 94.12% of computers connected with the local area network (LAN). Particularly, almost 11 districts, communes, and cities, and 100% of the Departments covered the local area network; bandwidth connection internet had been put into use with 100% of administrative agencies in the province. Specially, Office of the Provincial People’s Committee built the Data Integration Center and equipped 11 districts, communes, and cities with facilities.

In parallel with technology infrastructure construction, human resource training for all fields was also deployed. Currently, over 82% of administrative units has sections specialized in the information technology. However, most cadres  have only secondary level IT skills or are trained through short-term courses on IT.

Relatively good technology infrastructure and potential human resources created favorable conditions for administrative agencies and units in the province to effectively apply the IT to State administrative management. Let’s say the Department of Science and Technology, the Department of Planning and Investment, The Department of Industry, The Department of Natural Resources and Environment, the Department of Education and Training, the Department of Taxation, and the State Treasury, for example, etc.

As for common information systems, the Foreign Languages and Informatics Centre – Office of the Provincial People’s Committee developed 3 common softwares including: Document Management System, Socio-economic Information System, and Task Operation System provided for 37 agencies and sectors in the province.  The use of emails in management task of agencies becomes popular. Until 2007, 1,320 email accounts have been set up for cadres and civil servants from 38 units in the province. At present, 17 State administrative units in the province have set up their own electronic information pages, and almost cadres and civil servants have used computers to serve their everyday tasks. Consequently, many complicated procedures have been solved quickly. It has made information exchange among units more convenient and relationship between people and the Departments more easily. With the tendency of integrating and developing science and technology, the application of IT to administrative reform has brought the practical effects, enhancing the quality of management. The application of IT help administrative reform to be carried out publicly and create effective breakthroughs with an aim to innovate the management of the province, contributing to speeding up the development so that Dong Nai will become an industrial province in the direction of modernization.

However, in the past time, the application of IT to administrative agencies were only deployed spontaneously due to private demand of each unit and sector, thus has not yet had right direction as well as cooperation among the Departments and sectors, etc.

In order to step up the application of IT to State administrative reform, the target of 2010 is that 80% of agencies and units from provincial to district level will deploy and well implement the IT application to the “one-door” administrative procedure; 50% of documents of the Provincial People’s Committee, the Departments, sectors, and boards will be circulated widely online; the provincial electronic information gate will be built and developed more practically and effectively; public administrative services at the level 3 will be provided for individuals and enterprises; and Internet services will be provided in the rural areas with 90% of  ADSL Internet subscribers, and all communes will be connected with the management network of the province, and districts.
