Preliminary summing up the campaign entitled “Study and follow HCM’s moral example”: need for continuous and positive directions

        According to guidelines of Party and State, in February 2007, the direction committee was established to directly guide the campaign studying and following HCM’s moral example in the whole Bloc, at the same time instructing Party units to collaborate with leaders of agencies in the province to implement plans at the grassroots level.

        The campaign 2007 was carried out through two stages and gained noteworthy results. The organization of such three activities as “Further study and follow the moral example of Ho Chi Minh in the current situation”, and studying the work “Improve revolutionary ethics and wipe out individualism” and “The testament” was rapidly deployed in units. As a result, 2,765/2,833 party members and 10,828 people participated in studying. According to evaluation of the direction committee, in general the establishments seriously carried out this campaign; cadres and party member had awareness of studying and following HCM’s moral example which plays a vital role in the national construction.

        At the same time with the implementation of the stage 1, the direction committee deployed the second stage of the campaign. As a result, 96/96 units instructed cadres and civil servants to write individual reports and register to practicing following to Ho Chi Minh’s moral example. Establishments built up the moral standards specification of agencies and units.

        However, after one-year  implementation, there still remain some difficulties: lack of materials for studying, cadres has not expressed their opinions frankly; many cadres as well as party members did not trust in great success of the campaign; many individual reports and self-assessment reports did not show the honesty about admitting mistakes, and so on.

        Honestly evaluating the results after one-year implementation, the direction committee drew valuable lessons. Due to this large-scale campaign, the direction committee from the Bloc to the grassroots level must offer guidelines continuously and drastically; the plan of action should be closely and concretely; the conferences on contributing ideas to cadres and party members must be organized on the small-scale, encouraging party members and people to speak frankly and avoiding criticism, etc. Accordingly, the campaign will be further stepped up in the whole province in close collaboration with the administrative reform in 2008.
