Carefully choosing projects
In 2023, the total public investment capital in Nhon Trach district after adjusting and supplementing the capital plan is more than 1 trillion VND. Of which, concentrated budget capital and land auction resources (planned by the Provincial People's Committee) are more than 622 billion VND; district budget capital (planned by the Nhon Trach District People's Committee) is more than 435 billion VND.
As of early August, the total public investment capital that Nhon Trach district has disbursed is nearly 557 billion VND. In particular, for district budget capital, the capital disbursement rate of Nhon Trach district reached nearly 56%. This is the highest disbursement rate of district-level capital in the entire province today. Meanwhile, for provincial budget capital (including central budget support), if not counting compensation capital for component project 1A, Tan Van - Nhon Trach section phase 1, and Beltway 3 - Ho Chi Minh City project, the disbursement rate of Nhon Trach district has also reached more than 50%.
Talking about the results achieved in the disbursement of public investment capital in the locality, Mr. Dao Minh Tam, Director of Nhon Trach District Project Management Board, said that since the end of 2022, when drafting the public investment plan for 2023, the board has carefully reviewed every option before advising the Nhon Trach District People's Committee to submit to the Provincial People's Committee with records of projects capital. “Only projects with high feasibility and guaranteed disbursement volume will have its capital recorded. Therefore, during the implementation process, except for force majeure situations, these projects basically ensure their disbursement progresses" - Mr. Dao Minh Tam said.
In addition to the projects that have been capitalized since the beginning of the year, before the District People's Council's mid-year meeting session, the Nhon Trach District Project Management Board continues to review to add new projects capable of ensuring implementation progress as well as capital disbursement. Because, after nearly half a year, local authorities have also assessed the feasibility of new additional projects.
Furthermore, the authorities of Nhon Trach district also regularly monitor and promptly remove obstacles to speed up progress and ensure disbursement of investment capital. “When submitting project documents to departments for appraisal, if there are any errors, the District Project Management Board will immediately contact consulting and designing agencies to work and request a concrete time estimation to complete the projects' documents as required by departments and offices. After verification, it will be immediately submitted to the departments for re-evaluation to speed up the progress of completing project documents" - Mr. Dao Minh Tam added.
Vice Chairman of Nhon Trach District People's Committee Nguyen The Phong said that the locality always identified the disbursement of public investment capital as a vital task. Therefore, at the beginning of the year, the district launched an emulation to speed up construction progress and disbursement of public investment capital. "The locality's goal in 2023 is to disburse over 98% of total public investment capital" - Mr. Nguyen The Phong shared.
Consider site clearance a key task
One of the decisive factors in the implementation of projects and disbursement of public investment capital is site clearance. This is the same for Nhon Trach district.
According to Mr. Nguyen The Phong, in order to determine the important role of site clearance in speeding up the projects' progress, and increase capital disbursement's rate, for projects with capital recorded for implementation in 2023, the locality has requested relevant agencies to carry out regulation, compensation and support work right from the beginning of the year. “Nhon Trach district determined that for investment work, the District Project Management Board is the implementing agency. But in order for the Board to carry out these projects, two important agencies must be included: the Land Bank Development Center and the Department of Natural Resources and Environment. With these two agencies' participation, the site clearance work can be done quickly, laying the groundwork for the construction of these projects. Therefore, Nhon Trach district has formed a task force to urge all three agencies to participate in the projects' implementation" - Mr. Nguyen The Phong said.
As for the Nhon Trach District Project Management Board, it is the advisory agency for the District People's Committee in the disbursement of public investment capital, as well as coordinating with the District Land Bank Development Center. Accordingly, the District Land Bank Development Center must commit to projects that are feasible and can disburse compensation and support capital before proposing to the District People's Committee to record capital.
