Facilitate the development of the seaport system

(News Portal – Dong Nai) - On September 21st, in Vung Tau City (Ba Ria-Vung Tau province), the annual conference of the Vietnam Seaports Association took place hosted by Dong Nai Port. Vice Chairman of the Provincial People's Committee Nguyen Thi Hoang and leaders of the Vietnam Maritime Administration and the Vietnam Inland Waterways Administration attended the event.

According to the report of the Vietnam Seaports Association, after the Covid-19 epidemic, the strength of the economy in general and the seaport business sector in particular has not fully recovered. In the first 6 months of 2023, the total volume of container goods through Vietnam's seaports decreased by 9% compared to the same period last year. Development prospects for 2023 are not as expected, as container output in 2023 may decrease by about 8% compared to 2022. Large seaports and seaport groups in Hai Phong, Da Nang, Ho Chi Minh City , Ba Ria-Vung Tau also face certain difficulties although in different circumstances.

As for Dong Nai Port, with new growth drivers, in 2022, revenue reached 1,084 billion VND; in the first 8 months of 2023, accrued revenue was 733 billion VND. The port continues to expand its yards, invest in loading and unloading equipment, and warehouse infrastructure. In the Long Binh Tan Port area, additional specialized wharfs will be invested to handle container cargo, increasing the total wharf length to 460m, as well as expanding and increasing the total area of the beach to 25.6 hectares. The company also invests in two more wharves to receive ships with a tonnage of 30,000 DWT (total length of 415m) and expands the yard area by 9 hectares at Go Dau Port. Vice Chairwoman of the Provincial People's Committee Nguyen Thi Hoang said the seaport system played an important role in the economic development of the country as well as Dong Nai province. On the local side, the province will make efforts to implement economic and social development solutions in order to create and maintain a source of goods for ports, build a synchronous transportation system, establish cooperation between ports in the locality and other regions to exploit their advantages.

At the conference, on behalf of its member's ports, the Vietnam Seaports Association proposed to the government and the maritime industry to adjust seaport service prices to match the investment scale and development needs of each seaport type. Rapidly reducing the level of subsidies for domestic and international transport and approaching the average price of the region, which is still too much of a gap, are detrimental to the competitive development potential of the entire Vietnamese seaport sector and is also an essential condition to attract investment in seaport infrastructure. Prioritizing investment in channels and traffic connecting seaports, including railways and rivers, with rear market areas according to planning and long-term development potential of each special type seaport area.

In addition, the association advised to quickly overcoming the current difficult situation, creating favorable conditions for seaports to dredge and maintaining the depth in front of the wharf in order to ensure maritime safety of the national seaport system. There has to be mechanisms to innovate and develop seaports on a regional scale, successfully implementing the seaport infrastructure development plan according to the goals set out in the plan for 2030.

On this occasion, the Vietnam Seaports Association admitted 2 new members to the association. Dong Nai Port and members of the Vietnam Seaports Association also donated funds to build houses for the poor in the two provinces of Dong Nai and Ba Ria-Vung Tau.
