Dong Nai province calculates the amount of land needed for transport infrastructure development

(News Portal – Dong Nai) - The demand for land in traffic development in the province is huge, however, in the plan to allocate national land use for the period 2021-2030, vision to 2050 and the 5-year national land use plan for 2021-2025, the amount of land set for traffic development is quite limited.

An addition of 7 thousand hectares of land used for transport

According to Decision No. 326 on allocating national land use planning targets for the period 2021-2030, with a vision to 2050, the 5-year national land use plan for 2021-2025 was signed and approved by the Prime Minister. Approved in March 2022, by 2030, the area of land used for transport in the province will be nearly 21,9 thousand hectares. Thus, compared to 2020, the area of land allocated to Dong Nai province by 2030 will increase by about 7 thousand hectares. For a locality considered a traffic hub of the country like Dong Nai, this increase in land used for transport area is considered not enough to meet development needs.

Mr. Bui Dao Thai Truong, General Director of Roland Berger Company Limited, representative of the joint venture consulting on provincial planning for the period 2021-2030, with a vision to 2050, said that the province currently had planned a number of key national transportation projects. These projects had taken a large area in the province's land used for transport purpose. Therefore, with the remaining time of the planning period and the remaining land bank for transport, it is extremely difficult to meet all demand. "The Long Thanh International Airport project alone occupies an area of about 5 thousand hectares" - Mr. Bui Dao Thai Truong said.

As a result, in the land allocation plan of the provincial planning for the period 2021-2030, vision to 2050, sent to ministries and departments for comments in July 2023, a joint venture of consulting units had proposed a target of more than 26.7 thousand hectares of land for transport purpose in the province by 2030. This number is higher than the approved national target of nearly 4.9 thousand hectares.

However, in the recent report sent to the Provincial People's Committee, the consulting unit consortium has returned, adjusted and proposed a plan to comply with the specifically allocated national targets. With the transportation land bank according to the plan that complies with the allocated national targets, the consulting unit believes that the use of this land bank must be balanced and appropriate, ensuring economical use of land with highest efficiency. In particular, priority is given to projects that fully meet the conditions to be implemented.

Keep the proposed plan intact

As for the consulting unit's proposal for a new traffic development land initiative, in the written comments on traffic land targets in the land allocation plan in the provincial planning period 2021-2030, with a vision to 2050, the Department of Transport has proposed to maintain the original proposed traffic land target of more than 26,7 thousand hectares. This area of land will be used in the construction of national-level traffic works and provincial-level traffic works including rural road networks.

According to the Department of Transport, in Decision No. 326, the target "land for national infrastructure development" is clearly stated, of which “land used for transport" by 2030 in the province will be nearly 21,9 thousand hectares.

Meanwhile, according to the initial proposal of the provincial planning, by 2030, traffic land in the province will be more than 26,7 thousand hectares, including the area of national infrastructure works and provincial roads, district roads, rural roads, inland waterway wharfs... If only counting the area of "national traffic land" identified in the provincial planning, the area is only more than 11,7 thousand hectares.

At the meeting with the joint venture of the provincial planning consulting unit on the following topics: population plan; urban and rural development plans; land allocation plan in mid-September, Acting Chairman of the Provincial People's Committee Vo Tan Duc said that, in the land allocation plan, the consultant proposed that in general, land types, including traffic land, had increased compared to the target assigned by the Prime Minister in Decision No. 326. However, according to the provisions of Article 3 of this decision, it was also clearly stated that the implementation process, if there was a need to use land to meet socio-economic development requirements, then it must be reported to the Prime Minister to make adjustments in accordance with regulations or submit to the National Assembly to consider adjusting the national land use planning for the period 2021 - 2030, with a vision to 2050, and preparing the final 5-year land use plan (2026-2030) in 2024.

Therefore, the consulting unit also considers proposals to maximize land use targets, including traffic land, and proposes to adjust the targets assigned by the Prime Minister in Decision No. 326.
