According to statistics, as of September 30, 2020, the province has 303 general clinics, specialized clinics (dental, ENT; aesthetics; dermatology) and 2,881 pharmaceutical licensed and operationalretailers.
It is known that in 2019 and 2020, the Department of Health has revoked the operation licenses of 53 medical practice establishments due to the suspension of operation, the change of the person responsible for professional and technical activities and the Certificate of business eligibility in pharmacy of 719 pharmaceutical retailers; revoke 3 medical practice certificates and 78 pharmacy practice certificates due to not practicing according to regulations.
The management of operation of polyclinics, specialized clinics, and pharmaceutical retailers still remains many difficulties and limitations that need to be overcome, specifically: in some localities, the staff in charge of public management team is still confused in the performance of the profession, especially in the inspection, examination and violation handling. At the same time, the Department of Health and localities have not regularly coordinated and exchanged information about the operation of the facilities. The process of inspecting, examining and handling violating establishments still has many shortcomings such as: The rate of inspected establishments is still very low, of which some localities are still checking; The post-inspection for establishments after being granted the Certificate of eligibility for operation has not received attention, so there is a situation in which the drug retailer is not in compliance with the operation license; the percentage of organic doctors in polyclinics has not met the regulations; some establishments still operate when the business registration certificate has expired ...
In order for the management of activities of polyclinics, specialized clinics, and drug retailers in the province becomes effective, contributing to the implementation efficiency of regular health care for people, the authority shall regularly organize training, retraining and specific guidance on professional skills for the staff working in the management of the medical and pharmaceutical field for the district level and especially implementing Decree No. 117/2020/ND-CP September 28, 2020 of the Government on administrative sanctions regulations in the health sector; to perform plans for inspection and examination, and duration of examination to suit the operational characteristics of general clinics, specialized clinics and pharmaceutical retail establishments; pay attention to the post-inspection work after issuing the operation license and strictly handle violations affecting people's health.
