Recently, many enterprises in the province have had difficulties in investment and trade due to the impact of the Covid-19 epidemic. Therefore, some centers of the province have expanded support services to businesses for more convenient production and business.
The province
supports FDI and domestic enterprises with trade connection
The Covid-19 pandemic happened that made FDI and domestic enterprises suffered more difficult, including traveling between countries, promoting investment and trade. In particular, the Center for External Service (Department of Foreign Affairs) has promptly opened additional supporting documents and procedures for foreign experts and investors entering Vietnam to work and trade.
* Support businesses to reduce difficulties
From the beginning of March 2020, businesses in Dong Nai as well as the whole country have encountered many obstacles in traveling between countries. The reason was due to the Covid-19 epidemic, many international flights were halted, long periods of time delaying. Experts, business owners, people, when traveling between countries, must be approved by the place of departure and destination. At the same time, to prevent the epidemic from spreading widely when foreign experts and investors come to Vietnam or to other countries subject to quarantine.
Dong Nai currently has more than 7.2 thousand foreign workers. From the outbreak of the Covid-19 epidemic to mid-October 2020, the Dong Nai Industrial Zones Authority has submitted to the Provincial People's Committee for permission of 1,352 foreign workers of 431 companies to come and work. The Provincial People's Committee approved 1,160 foreign workers from 357 companies to come to Dong Nai. By mid-October 2020, 416 foreigners from 97 businesses entered Vietnam.
In order to effectively prevent epidemics from entering Vietnam, experts, the investor must declare the procedures and many people have had difficulty in implementing the above documents, so they asked for support from the Department of Foreign Affairs. Therefore, the Department of Foreign Affairs requested Center for External Service to cooperate with other departments and support entry procedures for foreign experts and business owners.
Mrs. Tran Thai Thanh Thao, Secretary of the Taiwan Trade Association in Dong Nai, said: “There are many Taiwanese investors and experts who want to travel between Vietnam - Taiwan and some other countries. Since the Covid-19 epidemic occurred, immigration declaration has required more details, which leads to encounter difficulties in many enterprises. Therefore, the External Service Center has more services to support immigration procedures for experts and investors to make it easier”.

In
the province, there are many centers to support domestic enterprises, FDI
enterprises such as investment promotion (Department of Planning and
Investment), trade promotion (Department of Industry and Trade), implementing
the first procedures. Investment in industrial zones (Dong Nai Industrial Zones
Authority), translation and immigration procedures (Department of Foreign
Affairs) ... When businesses in the province encounter problems in any field,
enterprises can contact directly with the above departments and branches for
timely support.
Chairman of the Provincial People's Committee, Mr. Cao Tien Dung repeatedly emphasized at meetings on the monthly socio-economic situation: “The Covid-19 epidemic had a heavy impact on enterprises in the province. The departments, localities promptly grasp the difficulties and problems of enterprises to remove, help enterprises quickly recover production and overcome difficulties”. FDI enterprises contribute over 45% of the GRDP of Dong Nai.
According to Deputy Director of the Department of Foreign Affairs, Mr. Tran Quoc Toan, foreign experts and investors in Dong Nai have quite a lot of demand for entry and exit into Vietnam. In particular, since the Covid-19 epidemic, the Government is required to make a thorough declaration to facilitate monitoring if, unfortunately, Covid-19 positive cases occur. According to Mr. Toan, many FDI enterprises do not know the procedures to perform, so in many provinces, cities appear "storks" to make immigration and exit papers with quite high costs. Some experts and foreign investors have accepted through "stork" because they want to quickly. In order to prevent the above situation from affecting the investment environment, the provinces and cities, including Dong Nai, have requested the Department of Foreign Affairs to open more services to support enterprises with immigration procedures. At the same time, coordinate with the Department of Health to transport FDI experts and investors when coming to Dong Nai to be isolated to monitor and prevent epidemics.
Supporting businesses to operate well will help Dong Nai economy recover quickly and achieve the growth plan of the year and the period 2016-2020.
