At the Planning Conference for the 2021-2030 period, with a vision to 2050, the Government held an online meeting with the provinces and cities in the North Central region, the Central Coast region and 6 Southeast provinces and cities to identify the regions above have the roles of connecting two major socio-economic hubs of Vietnam.

Specifically, the North Central and Central Coast regions include 20 provinces and cities with a population of about 20.45 million people, GDP accounting for 14.9% of the whole country and 6 Southeast provinces and cities with 18.13 million people, GDP accounting for 32.4% of the whole country. The above regions play roles in connecting the two largest socio-economic hubs of the country, the Red River Delta and the Southeast region of Vietnam, and at the same time have an important strategic position in the orientation of marine economic development of Vietnam. The Southeast region is the largest industrial, seaport and logistics center in the country, handling 45% of total cargo, 60% of container cargo through Vietnam's seaport system. The regions are located on the North-South transport corridor with all 5 modes of transport: road, railway, inland waterway, maritime and air. Therefore, making provincial planning for the next 10 years for socio-economic development is very necessary.
At the online conference, 5 ministries and sectors commented on the planning, appraisal and approval. In particular, the Ministry of Transport announced the planning and roadmap for the implementation of many important traffic routes including highways, railways, seaports and airports that will be deployed in the 2021-2030 period so that provinces and cities know about the plan, then have schedule to capitalize on the opportunities.

In Dong Nai, for planning, the province is carrying out the bidding procedure to select the consulting unit to make the provincial planning. However, the process of implementing the provincial planning encountered some problems in the allocation and zoning of land according to competent areas, by type of land to each district-level administrative unit, so it was necessary for the Government to soon remove it so that the locality could carry out the implementation. Dong Nai also proposed the Government and the Ministry of Planning and Investment to approve the province to hire a foreign consultant to make provincial planning for the period 2021-2030, with a vision to 2050 in the form of socializing funding for provincial planning. The sponsoring investor will pay the cost directly to the provincial planning consulting unit. At the same time, the Provincial People's Committee proposed the Ministry of Planning and Investment to consider and advise the Government to accelerate the completion of the national socio-economic development strategy for the period of 2021-2030, the national master plan (the national master plan, national marine spatial planning, national land use planning, national sectoral planning), regional planning for the period 2021-2030 to serve as a basis for formulation of provincial planning.
Many provinces and cities participating in the online conference also raised difficulties in provincial planning such as planning integration methods, inconsistent planning, slow national and regional planning. During the planning process, the province still faces many shortcomings in consulting a number of ministries and neighboring provinces and cities.
Taking notes of the proposals of provinces and cities, Deputy Minister of Planning and Investment Tran Duy Dong requested that provinces and cities should coordinate with ministries and sectors to exchange information to quickly implement the provincial planning, and give suggestions for the planning in regional level, and national level in order to early complete and submit for approval and implementation. Localities actively prepare reports on environmental impact assessment and consult with ministries and sectors at the same time to shorten the planning implementation process. Dong Nai Province and some other provinces are slow to implement the planning, in the coming time, quickly select a consultant unit to complete the planning and submit it for approval in the first quarter of 2022.
