Currently, Dong Nai has attracted a lot of workers working in factories, especially the provincial Industrial Zones (IZs) have more than 614,000 workers and those workers have the huge demand for housing. In recent years, the construction of housing projects for workers have not yet met the demand of the workers.

Through the review of localities in the province, the demand for housing land reserve for workers is nearly 310ha. Up to now, the planned land reserved for worker housing has about 75ha, there is a shortage of 235ha that needs additional planning to meet the needs of workers' accommodation.
Living in rental dormitories
So far, in the province, only 1,581 houses for workers have been completed. Currently, there are 3 projects in progress and when completed, there will be nearly 2,900 additional apartments. Thus, counting all the existing and under-construction houses for workers, there are nearly 4,500 apartments, compared to the actual demand, it is still too little. As a result, many workers have to live in narrow and small dormitories.
Through fact-finding in Bien Hoa City, Long Thanh District, Nhon Trach District, and Trang Bom District, many dormitories are built close to each other, two blocks facing each other, the distance between the road is only 1.5- 2m, most of the apartments have an area of 12-16m2. In which, there are also newly built apartments, many of which have been renovated by household owners from pig houses.
Chairman of the Provincial People's Committee Cao Tien Dung emphasized: "During the fourth outbreak of the epidemic, I went down to some dormitories to survey the situation of workers to take timely support measures, then I found 4 to 6 people living in a room of 12-14m2, material and spiritual conditions are lacking. There are many workers who have not worked for 3 months in a row, have to stay in the dormitories all day, do not see the sun, this affects their health and the risk of disease spread is very high even 1 case of Covid-19 F0 appear in the area. The lack of worker houses resulted in letting them to stay in cramped rooms is a big debt that the provincial government has to pay in the near future.” According to Mr. Dung, Dong Nai has more than 400,000 workers who are in need of housing, so the province should build more than 200,000 apartments for them. If it is not possible to build the houses in this term, in the next period, many workers will get older and still do not have a stable accommodation to live. Therefore, in the coming time, Dong Nai will give priority to land and capital to build houses for workers.
Priority is given to build houses for workers
Deputy Minister of Construction Nguyen Van Sinh reminded that in order to ensure human resources for industrial development, the province should prioritize the rapid implementation of housing projects for workers, rent, buy and have stable accommodation so that they will feel secure to work long term in the province.
Through the review of the districts and cities, in the period of 2021-2030, the whole province needs about 310ha to build houses, but the planned land reserve for the development of projects in this field has only reached 75ha, there is still a shortage of 235ha that needs to be added in the land use planning.
According to Deputy Director in charge of the Department of Construction Le Manh Dung, in the Industrial Zones of the province, 132ha of land for commercial and service purposes is vacant, so the province has requested the Government to convert it to residential land for residential investment, not separate out of the Industrial Zones and build a separate road to connect with urban areas and residential areas outside. The above land area is approved by the Government for the construction of worker houses, the province can call for quick investment in many houses for the workers to rent.

Recently, during a survey and working trip with Dong Nai on housing, Minister of Construction Nguyen Thanh Nghi noted that Dong Nai wants to prevent diseases well to develop sustainable industry, it must focus on investment in housing. The province should review public land, give priority to land reserve for housing projects and call on businesses to invest capital.
Recently, a number of enterprises in Dong Nai that have available land reserve have proposed to the Provincial People's Committee to approve them to sign contracts with enterprises that are in need of accommodation for workers, sub-lease the land to make housing. Enterprises renting land will invest their own capital to build houses, the land lease duration is between 20-25 years, and mutually agreed by the two parties. After the land lease period, the enterprise that sub-leases the land as a residential property will return the land and hand over the work. This is a model that can help the province quickly solve the need for housing.
