In order for the works and projects to be implemented on schedule, the province has planned the land area and prioritized the capital source to build the resettlement areas for households whose land has been acquired.
Building infrastructure for a resettlement area in Bien Hoa City
Dong Nai has invested and completed about 75 resettlement areas with 2,473 land lots to arrange resettlement for households that have been cleared for projects implementation so far. In addition, there are 16 resettlement areas under construction and when completed, there are 13,576 resettlement lots and 25 resettlement projects are in the process of calling for and setting up investment procedures.
* Deployment of many big projects
Dong Nai Province will deploy thousands of projects of the center, region, province, district and city in different fields in the coming years. Most of the projects’ investors, when deployed, have to recover the land of households and individuals, in which many households have been cleared completely and have to move to the resettlement areas. In order for the projects to be implemented on schedule, the compensation and resettlement work must be done quickly. If so, the localities will implement the resettlement areas in advance to arrange for people in the projects.
Ms. Nguyen Thi Giang Huong, Chairwoman of the People's Committee of Nhon Trach District said: "In the coming period, the district will deploy a series of projects requiring large land area, which will be recovered; the resettlement area for many households and individuals will be available. Therefore, the district has prepared the land area and requested the guidance of the Provincial People's Committee to quickly make some resettlement areas to shorten the time for important projects”. In the next 5 years, Nhon Trach District will have dozens of major projects such as Cat Lai Bridge, Phuoc An Port Service Area, inter-port road, Road 25C, road leading to Ong Keo Industrial Zone, etc. that need thousands of resettlement lots. Currently, Nhon Trach District is building 6 resettlement areas with an area of more than 130ha.
Other localities such as Long Thanh District, Trang Bom District, Bien Hoa City all need many resettlement plots in the near future. In which, Long Thanh District is building the largest resettlement area of Loc An - Binh Son in the province with an area of more than 280ha for thousands of households who were cleared for building the Long Thanh International Airport. Bien Hoa City has included in the land use plan in 2021, about 24 resettlement areas for hundreds of large and small projects in the area.
*Support capital for resettlement
In the coming years, Dong Nai will implement many big projects on technical infrastructure such as Industrial Zones of Cam My, Bau Can - Tan Hiep, Xuan Que - Song Nhan; Bien Hoa - Vung Tau Expressway, Dau Giay- Lien Khuong Expressway, Ring Road No.3, Ring Road No.4, Provincial roads 763B, 773B, 770B, etc. The above projects once quickly deployed, early completed and put into operation will create economic breakthrough for Dong Nai and neighboring provinces. The province will prioritize the planning of land reserve and capital sources to build the resettlement areas in advance for the above projects to reduce the waiting time for compensation, site clearance and resettlement.
Ms. Vu Thi Minh Chau, Chairwoman of the Trang Bom District People's Committee said: “The district has considered and put into the plan of land use for the period 2021-2030, many large land plots to for building the resettlement areas for projects in the district. Administrative procedures and land acquisitions for those resettlement areas will be expedited in advance to be ready for those projects. Regarding the investment capital for the resettlement project, the province will lend to do it”. According to Ms. Chau, the province has approved to lend Trang Bom District VND950 billion to build the resettlement areas.
The capital borrowed by the districts and cities from the province for the construction of resettlement areas will be refunded when implementing each specific project with capital from the budget, enterprises or public land auction.
Mr. Cao Tien Dung, Chairman of the Provincial People's Committee emphasized: "The province requires localities to implement resettlement areas in advance for projects that have to recover all the people's land. If any locality lacks capital, the province will lend it to implement first. The requirement is that those resettlement areas must have complete connection technical infrastructure, with full of functions so that when people move in they have convenient accommodation environment for living and working.
