Facing the complicated developments of the Covid-19 epidemic in the province, the Provincial People's Committee has decided to implement the social distancing in the whole province according to Directive No. 16/CT-TTg dated March 31, 2020 of the Prime Minister on urgent measures to prevent and control the Covid-19 epidemic in the whole province in 15 days, from 0:00 on July 9, 2021. In particular, the Provincial People's Committee directed functional forces, especially the Public Security, military forces and local authorities to set up inspection teams to deal with individuals and organizations violating epidemic prevention measures, especially the 5K message [5K in Vietnamese: (Khau trang) facemask- (Khu khuan) disinfection- (Khoang cach) distance- (Khong tu tap) no gathering – (Khai bao y te) health declaration] of the Ministry of Health.
A person going out unnecessarily was fined while traveling on Dang Van Tron Street (Hiep Hoa Ward, Bien Hoa City).
Implementing the above guidelines, in order to promptly support the local Public Security in inspecting and handling violations, the Provincial Public Security has established 20 special working groups with about 120 officers and soldiers including: traffic Public Security, Public Security of social order have coordinated with local Public Security to organize patrol and control 24/24 hours throughout Bien Hoa City and surrounding areas to monitor and handle cases of violations against regulations on disease prevention and control mentioned in The Directive No.16 of the Government.
Many Violations Detected
Lieutenant Colonel Truong Anh Duc, Deputy Chief of Bien Hoa City Public Security said that the city’s Public Security deployed 6 working groups to continuously patrol and control at grassroots areas to propagate and mobilize people to strictly comply with regulations on epidemic prevention and control. In addition, Bien Hoa City Public Security has also mobilized Public Security of wards, communes, and residential security forces to participate at checkpoints.
Meanwhile, in the area of Long Khanh City and some districts such as Nhon Trach, Long Thanh, Thong Nhat, Xuan Loc, ect, the Public Security force also have established patrol teams to control and prevent epidemics. In Long Khanh City, there are 2 patrol groups with dozens of officers and soldiers taking turns to operate in wards and communes to check and handle violations.
According to the Provincial Public Security, after 4 days of starting the inspection (from July 9 to July 13), the public security forces across the province discovered and made a dossier of handling for 337 cases of violations of regulations on the epidemic prevention and control with a fine of nearly VND1 billion. The common violations are not wearing a mask, going out unnecessarily, gathering in large numbers, not keeping the safe social distance, running the non-essential business activities, etc.
Strengthen patrol and control
Bien Hoa City has the highest number of Covid-19 infections in the province so far. Over the past few days, patrol and disease control teams have also detected and made records to handle many violations.
Lieutenant Colonel Truong Anh Duc added that during July 9-13, there were more than 200 cases of violating regulations on disease prevention and control with a total fine of nearly VND300 million. Common violations are: not wearing masks (59 cases), gathering in large numbers (27 cases), going out in unnecessarily (19 cases). In the coming time, the Public Security force will continue to inspect and strictly handle cases of intentional violations.
In Long Thanh District, in the past few days, the Public Security force has made records to handle more than 70 cases of violations of epidemic prevention measures with a total fine of about VND200 million, the key violations include going out unnecessarily (25 cases), not wearing a mask (23 cases), not keeping a safe distance (19 cases).
Similarly, in Long Khanh City, there have been more than 60 cases of violations of the above-mentioned errors, which were recorded in administrative penalties. In particular, the Public Security of Long Khanh City has filed a sanction against two businesses with a penalty of VND15 million each: a coffee shop in Suoi Tre Residential Area, Suoi Tre Ward and an internet shop T.T. in Residential Area No.2, Xuan Trung Ward violated the Directive No.16 by opening operations during the period of social distancing.
Senior Lieutenant Colonel Vu Van Nhiem, Deputy Head of Long Khanh City Public Security said that in the coming days, Long Khanh City Public Security will to direct teams to patrol, inspect and strictly handle the violations. In addition, we also direct the Public Security of wards and communes in the city to set up inspection teams and checkpoints at the entry and exit areas of the city to remind the people about the regulations and strictly handle cases of violations of disease prevention and control in order to ensure that people strictly comply with The Directive No.16, do not leave the house unless it is necessary, prevent the disease from spreading in the community, and effectively implement the social distancing directive of the Provincial People's Committee within 15 days.
