Enterprises implement the "3 things on the spot" plan to prevent the epidemic

Facing the situation of the Covid-19 epidemic spreading in a number of enterprises in the province, many enterprises in Dong Nai Province have chosen the plan to arrange temporary accommodation for employees staying at the companies in the form of "3 on the spot" (having meals, staying, and working right in the company) to prevent the epidemic as well as not to disrupt the production chain.

Proactively prevent epidemics for employees

Recently, Dong Nai Food Processing Company Limited (Trang Bom District) has arranged for 120 temporary workers to stay at the company to control the disease and meet production requirements at the company. The accommodation is fully equipped by the company with essential living items such as mattresses, mosquito nets, etc., the accommodation space is cleaned to meet the living needs and health of employees.

Ms. Tran Thi Minh Duong, a worker of the company shared: “In the current complicated and fast-spreading epidemic situation, it is reasonable for the company to arrange for employees to eat, stay and work right in the company. The living environment is very safe, clean, cool and fully equipped, so we are very secure. For us, at this critical time, having a job and income is even more fortunate than many other workers.”

Previously, Mr. Nguyen Van Trung, a worker, and many other employees working at Ocean Coatings (Vietnam) Company Limited (Long Thanh District) were arranged to stay temporarily in the company under the model of "3 things on the spot". Their accommodation is quite airy, fully equipped and supported by the company with 3 meals a day. Trung said that at first, many employees were very worried when they had to work, eat and sleep right at the company, but after experiencing the operation of the "3 things on the spot" model, everyone has been accepted with the peace in their minds.

The company representative said that the "3 things on the spot" model at the company was initially effective to ensure the health of employees throughout the company. In particular, temporary workers here have well implemented epidemic prevention regulations and fulfilled works’ requirements so as not to affect production. The company actively separates the working area in the workshops, separates the administrative and production blocks to prevent the spread of the disease. Currently, the company has a plan to organize many employees to work and live on the spot if the epidemic situation becomes more complicated.

Being one of the first enterprises in the province to implement the above model, a representative of Viet Nam GreenFeed Joint Stock Company, Dong Nai branch (Trang Bom District) said, after reaching agreement between the company's leaders, the grassroots Trade Union and employees, the enterprise has proposed a plan for 105 employees to stay in the factory premises. To do this, the company tests for Covid-19 for all officers and employees, only when they have negative results for SARS-CoV-2, they can stay. Regarding accommodation, businesses make use of factories, rooms and warehouses to make temporary houses, arranged in small groups, avoiding large gatherings. Those who stay in the company will be supported 100 thousand VND/day.

In addition to the above enterprises, currently there are a number of companies such as: Provimi Company Limited (Bien Hoa City); Hossack Company Limited (Amata Industrial Zone, Bien Hoa City); Shinpoong Daewoo Pharmaceutical Co., Ltd (Bien Hoa City) which have arranged for employees to work at the companies according to the model of “3 things on the spot”. Regarding the arrangement of temporary accommodation, businesses arrange in empty areas of the company such as meeting rooms, empty factory areas, offices, installing containers and contemporary rooms for the workers.

Guarantee the production plan

According to Mr. Pham Van Cuong, Deputy Head of Dong Nai Industrial Zones Authority, the arrangement of temporary accommodation for workers temporarily staying at enterprises aims to proactively prevent and control epidemics, detect, isolate the area, minimize the number of infected people and have an emergency response plan to avoid spreading to the community as well as from the community to businesses. Along with that, ensuring the goal of both fighting the epidemic, maintaining the production activities of the company, and ensuring a safe working environment for all employees at the enterprises. So far, many enterprises in the Industrial Zones have registered to arrange temporary accommodation for employees at the company to maintain their production goals.

Previously, Dong Nai Industrial Zones Authority has guided enterprises on arranging temporary accommodation for workers. To effectively implement this option, the temporary accommodation areas have to meet the fire prevention and fighting conditions, meet the criteria for disease prevention and control, etc. Enterprises shall provide adequate facilities, supplies for daily life as well as fully provide the benefits for employees. Dong Nai Industrial Zones Authority also noted that before implementing the plan to arrange temporary accommodation for employees, enterprises have to register with the Dong Nai Industrial Zones Authority (DIZA). DIZA will consider the actual conditions and conduct registration for businesses to be arranged to temporarily stay at the enterprise.

According to trade union officials, arranging temporary accommodation for employees according to the "3 things on the spot" model so that production activities are not interrupted, contributing to limiting the spread of disease is an initiative of enterprises in the coming time to deal with the pandemic. This model needs to be replicated in the context that the whole country in general and Dong Nai in particular are implementing the dual goals of both controlling the epidemic and developing socio-economically.

However, in order for the implementation of the "3 things on the spot" model to be highly effective, in addition to ensuring facilities, business leaders should carefully explain the practical reasons for the employees, because many employees do not understand clearly, so they have been hesitated to follow the model of “2 things on the spot”. Therefore, business leaders should meet and discuss directly with employees; At the same time, the employers have to commit to perform the Covid-19 tests for the workers, fully provide them with benefits so that they feel happy with the new living model. In addition, employees should also share difficulties with businesses during a complicated epidemic, because smooth production activities mean jobs and workers' incomes will be stable during this complicated epidemic.
